PROJECT BRIEF/ DESCRIPTION
 
I. NAME OF PROJECT 
:
Iligan City Solid Waste Management System
II. PROJECT SITE / LOCATION 
:
The Central Material Recovery and Composting Facility(or CMRCF) which shall be operated by the CityGovernment shall be located at Sitio Bangko, BarangayBonbonon
 
Iligan City; while the Barangay MRF (for 28coastal barangays – see Annex A for the PopulationProjection of the said Coastal Barangays) shall belocated in each Barangay, or cluster of Barangays attheir option:
Distance of Central MRCFfrom City Proper -7.5 km
Available Area-Approximately 5hac (out of 12 hactotal area)
III. TIMEFRAME 
: Scheduled to be completed on or before December 2008
IV. SOLID WASTE MANAGEMENT SYSTEM FRAMEWORK 
:The proposed Iligan City Solid Waste management Systemis shown in Annex B-Schematic Diagram of the Iligan CitySolid Waste Management System.Below is the brief description of this system:1. A Central MRCF shall be constructed to handle thesolid waste fro the following sources: a) BarangayMRF residuals, b) the mixed/special solid waste fromthe city markets /institutional sources; and c) themixed solid waste from households which are beyondthe capacity of the individual Barangay MRF’s to process.2. The 28 coastal barangays shall each put up their own barangay MRF, or in clusters - to handlesegregation, recycling, composting, and others.Residuals shall be handled by the Central MRCF.3. All commercial (markets) and institutional sources(hospitals, schools, etc.) mixed solid/special wasteshall be handled by the Central MRCF. /hazardouswaste shall have a designated disposal area to be builtand operated by each hospital, with the City to put up a
Special and Hazardous Waste Facility
with centralautoclaving system (for small hospitals). Hospitals mayalso opt to put up their privately-operated MRF’s intheir property for medical wastes -subject to the EISrequirements.4. Excess solid waste generated from households (thatcan’t be absorbed by Barangay MRF), and for thoseBarangay still without MRF’s shall be processed atthe CMRCF.5. The collection/hauling of solid waste shall be done by both the Barangay MRF within their area of responsibility, and/or by the City Government throughthe Public Services Division in the case of the CentralMRCF.

Detailed Engineering
:1.Detailed plans, estimates, tender documents,specifications, and program of works for all the project packages/modules (civil works and others)2.Legal requirements including appropriationordinances and others3.Market development plan for the recycled waste products, compost and others4.Information and education campaign (IEC) planincluding for the pilot material recovery facility proposed to be located at Barangay Del Carmen.5.Solid waste management plan for the hinterland barangays (separate plan from that of the coastal barangays)C.
Construction
:1.Bidding activities ( for civil work, equipment, andothers)2.Civil works implementation of all project packages/modules3.Public Services Division (PSD) equipment upgrading
