Executive Summary
The Industrial Saety Ordinance requires regulated acilities to implement saety programsto prevent chemical accidents rom occurring that could have a detrimental impact to thesurrounding communities. The requirement o the Industrial Saety Ordinance is one o themost stringent in the United States, i not the world. The Industrial Saety Ordinance is alsodesigned to include participation rom all o the stakeholders, including industry, agencies,elected ocials and the public. This is the rst year since the Board o Supervisors passed the County’s Industrial SaetyOrdinance that there has not been a Major Chemical Accident or Release in the County. Thetrend since the adoption o the Industrial Saety Ordinance has been ewer and ewer MajorChemical Accidents or Releases each year. This is an indication o the success o the County’sIndustrial Saety Ordinance, the regulated acilities implementation o the requirements andthe oversight rom the Accidental Release Prevention Programs Engineers.…Another measure o the efectiveness o the Industrial Saety Ordinance is by the numberand severity o the Major Chemical Accidents or Releases that have occurred. Since the lastreport to the Board there has been no Major Chemical Accidents or Releases at a … regulat-ed business or a non-regulated business. As mentioned earlier, this is the rst time that thishas occurred since the adoption o the Industrial Saety Ordinance.
Conclusion
The number and severity o the Major Chemical Accidents or Releases have been decreasingsince the implementation o the Industrial Saety Ordinance. The implementation o the In-dustrial Saety Ordinance has improved and, in most cases, is being done as required by theordinance. It is believed that by continuing implementation o the Industrial Saety Ordinanceand strengthening the requirements o the Ordinance that the possibility o accidents thatcould impact the community has decreased.
