O' Dwyer
Hits Morris OK
Of Contracts
To Buy ' Junk'
P o l i t i c a l observers today
awaited Newbold Morris' reac-
tion to Mayor .O'Dwyer's charge
that the R e p u b 1 ican-Liberal
Mayorality candidate had ap-
, proved what the Mayor termed
a "dirty" transit unification dear
of 1 940.
C1 i ma x i ng a whirlwind
speech-making tour of t he city,
the Mayor declared at cere-
monies mar ki ng the steel-work
' completion of the new Board
of Transportation Building at
Jay; and Willoughby Sts. t hat
his predecessor in City Hall had
signed transit unification con-
tracts t hat would eventually
cost t he city' s t axpayers S700,-
000,000. rather than the original
price of $300,000,000.
The additional S400,000,000,
O'Dwyer said, would be paid
> out during the next -10 years
to bond holders who have been
guaranteed a 3 percent tax ex-
empt return on their invest-
ment.
O'Dwyer said that since he
took office the city had to buy
''700 new subway cars to re-
place the. j unk you'll be paying
lor for the next 40 years. " He
reminded his listeners that
Mor r i s was a member of the
Board of Est i mat e when the
contracts were signed.

The Board of Education is
j ust "a rubber st amp" when it
conies to the choice of men for
top administrative posts in t he
city' s school system, according
to Maximilian" Moss, board
president.
The board has no power of
appointment and can only ap-
prove or reject the nomination
of the Superi nt endent , of
Schools, Dr. William Jansen,
Moss declared. He added t hat
Dr. Jansen usually present s
only one name for a post, mak-
ing t he board' s power only
nominal.
' Moss made his r emar ks
shortly after he was asked, at
a meeting of the coordinating
committee of the Public, Educa-
tion Association, why no Negro
has been named as an as-
sistant superintendent.
He added that six of t he nine
members of the board had re-
icently recommended such an
appointment but that nothing
had come of it.
Moss, one of Brooklyn' s two
members of the board, also told
the group, meeting at t he Will-
kie Auditorium in Manhat t an:
yesterday, that Mayor O' Dwyer
is dissatisfied with, cuts in the
school building program made
by the City Planning Commis-
sion and wants the cuts re-
stored.
