This radical new movement is a magnificent sign of the
tirnes, one of many indications that the central state faces
massive resistance ft,om average people and is losing its
grip on political power. Psychologically' people no longer
feel themselves bound by its dictates. Bill Clinton has dis-
crediJed the whole federal enterprise.
These militias are not only found in Southern states and
lhe nual West, but even in the Midwest' An Associated
Prre,ss article reported the forming of a militia in Petoskey
in Norihem Michigan. The article ri$iculed the group and
painted them as outlandish radicals associated with fringe
elernents that our govemment likes to define as cults. At
the sanptinre, it pointedoutthatthe fintbrigade was formed
this past April. Today,eleven othqr Michigan counties have
organized their own militias.
Washington fears such movenrents, but even Republi-
cdns have no ideajust how far behind they are in calling for
fundamental reform. It's the domination o{the country by

North American Gotd
As the price of gold moves to*ard $475, which I consider
inevitable, high-cost gold producers witl do well. Royal Oak
Mines is one example. It got quite a bit of publicity for its
attempted takeover of Lac Minerals, but even without [-ac' if s
an interesting proPerty.
Most North Anrerican producers have a cost per ounce pKF
duced of about $225, Royal Oak's is $305. Its poduction this
year will be about 350,000 ounces, rising to 475,000 ounces
next year from its four Canadian mines.
Thecost of production is highernotbecause of inefficiercy'
for the most part, but berause of the grade of ore. Its under-
ground worldorce is unfortunately unionized, but the ore av-
erages about .10 ounces of gold per ton. Most mines have .30
or more. But Greg Onell, my recommended broker, and I be'
lievc it's an'interc,sting speculation.
