1.You appointed us in January, 1971, with these terms oreference:

1. To consider, in the interests of the common good, possible measures for— (a)controlling the price of land required fohousing and other forms of development,(b)ensuring that all or a substantial part of theincrease in the value of land attributable to thedecisions and operations of public authorities(including, in particular, decisions andoperations relating to the provision of sewerageand water schemes by local authorities) shall besecured for the benefit of the community.2.To report on the merits and demerits of any measuresconsidered, with particular reference to their legal andadministrative practicability.3.To advise on what changcs in the present law may be requiredto give effect to any measures recommended2.By advertisements in the daily press on the 13th February,1971, we sought written submissions from interested parties.
