Yoo, former Deputy Counsel in the Justice Department's Office of Legal Counsel, explaining that the DOJ believed that the U.S. Constitution's Fifth and Eighth Amendments "do not extend to alien enemy combatants held abroad," so that federal crimes of assault, maiming, and insterstate stalking would not apply to military interrogators.
