2010;WHEREAS, Section 3 (a) of Republic Act No. 8189 (The Voter's Registration Actof 1997), by referring to registration as the "act of accomplishing and filing of a swornapplication for registration by
a
qualified voter before the election officer of the city ormunicipality wherein he resides and including the same in the book of registered voters

upon approval by the Election Registration Board (ERB)", prescribes that theregistration period includes the ERB hearing;WHEREAS, in order to implement the Supreme Court Decision in the
Kabataan
case there is a need to set new dates and periods for the reopening of the registrationof voters;
NOW, THEREFORE,
the Commission on Elections, by virtue of the powersvested in
it
by the Constitution, the Omnibus Election Code, and other election laws,RESOLVED, as
it
hereby RESOLVES, to promulgate the following guidelines in thereopening of registration of voters:
1.
The personal filing of applications for registration of voters shall be made atthe Office of the Election Officer (OEO) of the
district/city/municipality
where theapplicants reside, from 8:00 o'clock in the morning until 5:00 o'clock in the afternoon,in accordance with Resolution No. 8514, promulgated on November 12, 2008;
2.
No satellite registration shall be conducted and no application for transfer ofregistration records, reactivation and changes/correction of entries in the registrationrecords/inclusion of registration records/reinstatement of names in the list of voters,shall be filed;
3.
Minute Resolution No. 09-0611 dated September
15,
2009, on the use ofAdd-On Utilities shall apply in areas where the Data Capturing Machine (DCM) and/orits peripherals are defective or malfunctioning, as certified by the CVL technician of theprovince and as reported to the Information Technology Department (ITD). Add-onson approved applications during the reopening of registration shall be integrated in theSupplemental List referred to in paragraph 6 hereunder;4. The applications for registration shall be heard in accordance with thefollowing schedule:
