At the onset of the interview, an AUSA verbally detailed the "Proffer Agreementh about making cooperative statements, RILEY and his attorney, Mark Howard acknowledged understanding the legaltties of such statements.

RILEY was first asked if he wasaware of any imminent threats to government employees, law

On one occasion, R!LEY heard EDWARD BROWN talking 0 a cel! phone to an unknown indivldual to take GILLENS (Chief Plainfield PD),out if he gets hurt;

RILEY was asked to describe and detail Brown's property as to weapons, fortifications, and ::~ible :It;> ~

n ers to law enforcement and others. RILEY related the follow in : r~

RilEY personally observed weapons, explosive devices, and trip wires in the BROWN residence and on the property;

RILEY recalled at least two (2) cans of black powder rigged with simple fuses in the kitchen area of the house. RILEY believed EDWARD BROWN placed tne fuses In the cans. RILEY staled each can of biack powder was one pound (1Ib).

There were an additional unknown number of black powder cans in the garage;

RILEY described at least six (6) types of explosive devJ.ces that BROWN and supporters made and placed in and around the BROWN property. There were thre61 (J) different types of pipe bombs, tannerne bomes. black powder cans with fuses, and propane tanks hung from trees, The pipe bombs wereconsnucted in the garage attached to the house, RILEY drew diagrams of the three (3) types of pipe bombs;

JASON GERHARD and ROBERT WOLFFE brought materials 10 make the pipe bombs. RilEY drd not see GERHARD and WOLFFE make bombs. eDWARD BROWN sent GERHARD to stores in Lebanon, NH to purchase rnaterlats needed to make the explosive devices;

RILEY specifically recalled on one occasion, ROBERT WOLFFE commenting whil,e BROWN was making some pipe bombs, "Why are you paying tor that.l can get them for free at work". WOLFFE 1,\"8S referring to the pipe that was being used to make the bombs. Days later. RILEY observed a box of pipe and asked EDWARD BROWN. "Bob came through?" BROWN replied, "Yeah";

EDWARD BROWN made at least "two dozen" explosive devices using 3/4" pipe with a spring loaded triggering mechanism designed to be detOnated by a trip wire .. These devices are armed Wittl shotgun stiens, They were tested and had a success rate of "5 out ,of 6";

RILEY informed that BROWN attached these devices to trees afong the perimeter of the BROWN property. These devices were attached 10 trees at different heights from chest high to lower leg. RILEY outlined on an aerial photograph where he believed the devices were instaJled;

A second type of pipe bomb was made of 23/4" inch pipe and filled with 1 112 call of gun powder. A third type was filled with approximately 1/3 can of black powder. These devices were designed to be detonated by fuse. RILEY stated that there were at least fifty (50) of these type devices that he was aware of. RILEY beUeved that EDWARD BROWN and others made more;

Tannarite bombs that are hung from trees and on outbuildings around the BROWN property. RILEY described tannarite as a binary explosive. Two compounds are mixed and ti1en detonated by gunshot. RILEY stated that were at least two dozen of these devices in and around the BROWN property,

Bright orange dots were placed on the items to make them easy to spot in the trees. RILEY marked

an aerial photograph as to the known locations of the tannertts devices:

RILEY in-formed that them were an unknown number of propane tanks hanging from trees that were to be shot at;

A fishing line barrier was put up around the BROWNS residence. The fishing line was set up at a depth of' 25 - 30 yards into wood Ilne from the clearing around the BROWN residence. The fish line was set up to get more progressjvely dangerous! lethal as one gets closer to the residence. The deepest lines serve as an alarm and deterrence. The closest to the house lines are attached to live rounds. RILEY marked the fishing line perimeter on an aerial photograph;

RILEY observed the following weapons in the Brown's residence: two (2) .50 caliber Serbu rifles: .308 bolt action rffie; .308 sernr-suto rifle: .223 Mini-14; ,223 AR45; SKS 7,62; and a Nigant 7.62; Additionally, RILEY informed that EDWARD BROWN carries a ,45 (1911) on bis hip or waist band at air times afong with a .22 derringer. ELAINE BROWN carries a 9mm in a fanny pack;

JASON GERHARD provided the BROWNS with me following weapons: Mini- 14: AR-15; ,308 bolt action lifte; and a 50caUber Ssrbu "heavy dvty". R1LEY stated that GERHARD brought most his weapons to the. BROWNS shortly before he entered the Army in August 2007:

RILEY stated that he "heard" that JASON GERHARD made a chlorine bombbut had not observed any such devices;

RILEY described the "heavy duty" Serbu .50 caliber as stainless steel barrel and 18~20 lbs heavier than the standard Serbu .50 caliber;

An unknown individual gave EDWARD BROWN~(15) .50 caliber tncendiary rounds. RILEY
described the rounds as 1 1i2" long with a green and silver tip, RILEY stated that an unknown
indivkiualgave these to EDWARD BROWN during the July 2007 concert. RILEY described thtl
individual as a white male approximately 5'08"-5'09" and looked to be 45- SO years old. This
individua~ dr1vlng a red motor home with Montana license piate9
- EDWARD BROWN has night vision goggles with IR lights for enhancement. RILEY did not know what generatlon the NVG were. but noted he was very impressed with the capability;

Property:

EDWARD BROWN placed numerous solar motion activated lights around the perimeter of the property and out buildings, RILEY marked the known locations of U19 fight'SOfi an aerial photograph of tl1e BROWN property;

EDWARD BROWN has fortified his doors with metal drop bars and braces attached to the floor. The front door f maIn entrance is blocked at night with a wheeled scaffold that is wedged into the floor. RILEY mforrns that it can be moved, but only with a great deal of force;

The BROWNS have at least three (3) mea surveillance cameras attached to tl1e main house and fed 10 monltors. RILEY has not observed the video feed to 'the rnonltors;

There is a fish fine barrier in the wood line around the residence that serves as a alarm system and line of defense attached to trip wire rtgged explosives;

The BROWNS have lots of food stored in the basement. Water is supplied from a well;

The BROWNS were reconnected to the grid the day after power was shu! of by the electric company;

Back up systems include a large diesel generator in the basement. solar panels, and a wind turbine. BROWN has an additional generator and motors in an outbuilding tha1 are not operational;

The generator 1n tne basement has an attached 60 gallon tank which must be hand filled from an out door tank. It is turned on by key;

There are in ground fuel tank(s) that hold 2000 gallons of fuel. The tanks were topped off a couple of weeks ago;

The solar system is operable with all batteries functIonal. The system did have a problem eartier. RILEY identified a faulty circuit and replaced it;

RILEY drew floor by floor diagrams of the BROWN residence marking locations of weapons, bombs, cameras, etc.

The basement contains a large diesel generator, two furnaces, two hot water' heaters, stored food, and wood for the wood stoves;

There is an attached garage that holds the batteries for the solar panels and has a work shop area where the bombs were made;

The first floor has a large kitchen, bath, dental office, .and large living area BROWN allows most visitors onto the first floor;

RILEY informed that the master bedroom has two closets which contain weapons and bombs One closet has a bakers type rack with at least twenty five (25) pipe bombs. RILEY marked the ctosst and rifle locations on a diagram;

EDWARD BROWN keeps a semi .308 rifle with a night vision scope in the second floor jacuzzi mom. RilEY marked the location ona diagram;

There is a surveHlaoc6 camera attached to the eve of television room. RilEY marked the location in a diagram;

The third floor consists of three rooms, the observation deck, and two unfinished rooms. The observation room and the other smaller room are accessed only by ladder. The observation room has two (2) video surveillance cameras. The other ladder accessed room contains a Mini~14. The large unnnished room holds a "heavy duty" Serbu .50 calfber. RILEY provided diagram of the third floor marking the camera and weapon locations;

RILEY rnformed that the driveway into the residence fS sate and not rigged' with any explosives are traps;

BROWNS have at least Stx (6) or more cell phones, Cell phones are provided by visitors and via the mail;

The cell phone and computer are hooked into a "booster' for better reception. The booster has Iii smaU antenna that is placed near a window. The intemet is accessed via a Sprint air card;

The BROWNS receive mail it1rough an unknown P.O. Box In West Lebanon, NH;

Supporters:

TIMOTHY LOGOSON is a frequent BROWN visitor. RILEY stated that EDWARD BROWN informed him that LOGDSON brought in fuses, black powder, and the IR lights to enhance the night vision. EDWARD BROWN, LOGDSON, and RILEY all tested the IR Hght and nIght vision together;

RILEY helped set up the ~LIBERTY DEFENSE PROJECT" using WOLFFES home address as the deHvery site. WOLFFE agreed to the use of his home address as a mail drop. WOLFFE delivered packages addressed to Uberty Defense Project to the BROWNS;

JASON GERHARD was well Hked by the BROWNS. A frequent visitor. he ran errands, made purchases and dld chores around the property and house. RILEY informed that GERHARD made about $10,000 worth of credit card purchases for the BROWNS. RilEY stated that EDWARD BROWN reimbursed GERHARD with cash for some of the purchases;

RILEY believed the purchases were for weapons, ammunition, materials to build explosive devices, and everyday necessities. GERHARD did provide two (2) night vision scopes for rifles to EDWARD BROWN;

GONZALEZ had a famng out with EDWARD BROWN and was asked to leave after he had sex with ~ an unknown female in the BROWN residence When he departed he stole a .308 rifle and 1000 rounds of ammunition from EDWARD BROWN;

CIRINO GONZALEZ'S father, JOSE and brother, ROMEO also visited the BROWNS. eDWARD BROWN threw them out after they held a security meeting without him. ROMEO GONZALEZ is a pollee officer in Alice, Texas. ROMEO GONZALEZ was actively involved in setting up perimeter

The BROWNS have no escape plan, will not leave the property and are determined to violently defend themselves against arrest;

EOWARD BROWN usually arises earty in the morning and does some outside chores before going back in the house for a rest;

The BROWNS usually eat at the same time each day (1700 ·1830hrs) and spend their evenings watching tel'evision and movies together. RILEY noted that their satellite TV was recently re-connected ;

EDWARD and ELAINE BROWN do net drink alcohol. RILEY noted he has seen EDWARD BROWN drink 011 only ooe occasion. He had one glaM of brandy;

EDWARD BROWN usuatly sleeps in a different room ENety night. He generalty goes to bed between 2100 - 2200 hrs and usually arise at sunup. RILEY further noted that both EOWARD and ELAINE frequently faU asleep While watching teleVision;

Other than a bruised arm. RILEY beJleves ELAINE is in good general health. RILEY stated that EDWARD may have some type of anxiety disorder as he breaks out in a red rash. RILEY gave EDWARD some medication that was prescribed for his own stress related rash. RilEY believes that

RILEY noted that EDWARD BROWN is a difficult person to get along with. He is generally verbally abusive to all those he gets to know and has aUenated a lot of potential supporters with his demeanor and beliefs. RILEY noted that he was especially abuse to ELAINE:

Visitors are always welcome by EDWARD and ELAINE BROWN, However, they are always suspicious of strangers. The BROWNS frequently ask visitors to have supper with them;

RILEY, named a "PASTOR BUTCH" from Pennsylvania as someone who may have influence aver EDWARD BROWN. RILEY has no! met PASTOR BUrCH, but noted that EDWARD BROWN consults with him telephonically:

ELAINE BROWN'S son visited her about two weeks. (\lgo when RILEY was visiting. RILEY stated it was an emotional visit fur ELAINE as she and her son talked about how it may be their last visit together;

RILEY believed that EDVvARD BROWN had strong national ties to militia groups. To emphasize BROWN'S militia lias, RILEY stated that BROWN sent three (3) US Constitution Rangers to RANDY WEAVER'S residence in Arkansas to provi~e assistance and protection when there was a perceived threat against WEAVER. RilEY staled WEAVER confirmed this during his visit to the BROWNS earlier in the summer.

At the onset of the Interview, an AUSA detailed the legal ramifications of WOLF FE'S cooperative statements. WOLFFE and his attorney. Paul Garrety acknowledged understanding the "Proffer greemen!" by both signing the agreement.

WOLFFE personally observed numerous cans of black powder throughout the Brown's residence Ttlere were at least two (2) in the kitchen area and at least six (6) in a kitchen pantry;

WOLF FE observed EDWARD BROWN and DANIEL RILEY maKing pipe bombs with shotguns shelts. These devices were made of 3/4" pipe with a spring loaded triggering mechanism designed to be detonated by a trip wire, WOLFFE

informed that BROWN and RILEY attached these devices to trees along the perimeter of the BROWN property WOLFFE stated that these devices were assembled in a work shop area of the attached gardge He outlined on an aerial photograph where he believed the devices were insta!lecL WOLFFE stated that he did not make any of these devices;

WOLFFE observed thirty (30) of these devices and drew a diagram of the device;

EDvVARD BROWN, RILEY, and JAMES "OLD BUCK" HOBBS, installed a fish line perimeter around the BROWNS residence, The fish lIne was set up at a depth of 25 - 30 yards into the wood line from the clearing around tile BROWN residence. The fish line was set up to get more progressively dangerous and lethal as one gets closer to the residence. The deepest lines serve as an slarm and deterrence The closer to the house lines are more dangerous and are attached to trip wired pipe comes with blanks with the closest to the house lines attached to live pipe bombs. WOLFFE marked the fish line perimeter on an aerial photograph.

EDWARD BROWN and DANIEL RILEY constructed tannerite bombs that are hung from trees around the BROl!vN residence. The tannerite has been Pu! in cup like containers and hung from trees around the BROWN residence Some tannente has been placed on the eaves of outbuildings. The tannente is detonated by gunshot WOLF FE detailenthat RILEY and BROWN experimented withthe mixture ~md type of weapon best used to get the most out of ali explosion. BROWN and RILEY determined mat a .308 rifle was best to use. WOLFFE observed BROWN and R1LEY experimenting with and delonat!ng the tannerite:

Accorcjing to WOLFFE, RILEY purchased the tannerite online and brought it to the BROWN residence;

EDWARD BROWN placed numerous solar motion activated lights around the perimeter of the property and out buildings;

\NOLFFE observed the following weapons in the Brown's residence: .50 caliber: 308 sniper; 45 caliber handgun; 22 pistol; _22 long riffe. BROWN carries a.45 (1911) on his hip or waist band at all times along wjth a 22 derringer on his belt buckle or ln bis pocket WOLFFE did not know the models
