Congress 2010 offers high school students theunique opportunity to learn about our nation’slegislative process by emulating it themselves.Outstanding Social Studies, Governmentand Journalism students are invited to joinJunior State of America members at oneof these weekend-long conventions todiscuss and debate solutions to today’spressing political issues.
Junior State Congress Conventions
Textbook accounts of how a bill becomes a law can never conveythe passions of lawmaking. Even viewing Congress in session doesnot accurately demonstrate the heated debates that go on in com-mittee hearings or the compromising done in back room meetings.Congress 2010 lets high school students experience the thrill of having their own legislation passed by Congress or the anguish of watching their bill defeated. While many students struggle to under-stand Congress as an institution and “how a bill becomes a law,thisexperiential civic education program augments classroom lecturesand readings about this vital branch of government.

Writing Legislation.
Students’ participa-tion in Congress 2010 begins before theconvention starts as students work inteams to research and write legislation.Students select an issue that they pas-sionately care about and determine howCongress can use its powers to proposea solution to a problem.
Committee Action and Mark-up.
At theconvention, students are assigned tocommittees where all the legislation isdiscussed and marked up. Amendmentsare made and language is claried whilethe students learn the art of compromiseto earn the committee votes needed tosend their legislation to the oor of theHouse or Senate.
Floor Debate.
Public speaking skills areemphasized as the sponsors of the leg-islation that passed in committee takethe podium in the full House and Sen-ate sessions. The chambers are alwayspacked as supporters and opponentsof each bill get a chance to speak andpersuade the members to support theirposition. Students will have the chanceto speak out on the most pressing issuesthat face our nation today.Throughout the weekend, students usetheir critical thinking, public speaking,persuasion and negotiation skills allwhile learning about how Congressworks, talking about current eventsand making new friends.
