1. Update on Tanking Arrangements Class 458s
John Parsons advised that tanking modification had beenapproved and materials purchased. The modification procedurehad been produced and work would commence fitting modifiedequipment.In response to Employee Representative’s query on stafftraining, John Parsons advised that only Waterloo would beaffected and the procedure would be forwarded to the retailfunction. Employee Representatives to raise matter at nextretail company council meeting.
2. Territorial Army Release of Staff
Peter Gale said that a recent situation had arisen where amember of staff had been told to take annual leave to attendTerritorial Army (TA) training. Annual leave should be usedfor rest and recuperation and the company should give paidleave in accordance with agreements made.John Parsons responded that two weeks paid leave was given forstaff to attend TA training camp and no further paid leavecould be given. If staff wished to attend further training,the company would facilitate the taking of annual leave wherepossible.
3. Arrangements for Local Representative meetings
Peter Gale complained that local representatives were beingasked to attend meetings at short notice with little or notime for preparation which included time off to discussmatters with staff.John Parsons responded that arrangements for release were aslaid out in Procedural agreement 5 of the agreed bargainingprocedures.

Peter Gale said that staff were not being released inaccordance with agreements and were not receiving agendas orminutes. Whilst he accepted meetings could be arranged atshort notice for urgent matters, staff must be given adequatetime to prepare and this was not happening at Fratton. Hewould expect representatives to be released from their wholeturn of duty on the day of the meeting.John Parsons said that time off should be discussed locallywith the local management. There was no automatic right ofrelease for the whole turn.Peter Gale said he was unhappy with this response and therewas no consistency of release between Fleet depots. In thecircumstances he would give consideration to taking the matterfurther within the machinery.A discussion was also held on the non provision of minute formeetings and it was agreed that this matter should be formerlydiscussed and recorded locally.
4. Update on Agency Staff
John Parsons confirmed that the following numbers of agencystaff were currently employed by the Fleet function:-Fratton 6Wimbledon 6Guildford 2Salisbury 2Bournemouth 1It was explained that four staff at Wimbledon were beingutilised on floors on class 455s which was a one off task.In response to a question from Employee Representatives JohnParsons said that the work could not be undertaken by Fleetstaff because fatigue matrices had to be considered. Heconfirmed that there was currently one vacancy at Bournemouthand one at Barton Mill which were being advertised. He alsoconfirmed that CB vacancies were being filled with agencystaff.Peter Gales said that the company’s position had changed sincethe last meeting. If the trend to recruit agency staff wereto continue, more forceful representations would be made tothe company by the RMT.
5. Bournemouth Failure to Agree CB Rosters
It was explained that difficulties had arisen with staff notwishing to drive to Weymouth to carry out rostered duties.Whilst it was recognised that this was a matter of choicestaff would need to travel on the last service fromBournemouth and return on the fist service back. Rosteredturns had previously been agreed to encompass the travelling
