The theme for the 1999 Bibliomania was "Practice Makes Perfect." Children attending grades 1-6 on Staten Island shared poems they wrote about practicing: "Riding My Bike," "Dancing," "The Flute," "Origami," "Piano," "Writing," and asked the question, "What is perfect?" The reading and celebration was held at the Richmondtown branch of the New York Public Library on April 17, 1999.
