Journalists and media workers joined them. Mangudadatu’s filing of

his COC was news. The Ampatuan Clan has ruled over the
Maguindanao province in much of the decade, and its members ran
unopposed in past elections in the Autonomous Region in Muslim
Mindanao. Mangudadatu, a former Ampatuan ally, invited the
media to cover the filing of his COC in a press conference after the
Kalimudan festival in Sultan Kudarat.

NINE YEARS IN TRIAL
STILL WITHOUT JUSTICE*
The trial began in January 2010, with only Unsay Ampatuan as the named
accused. The murder “informations” naming the other accused were filed
only in February 2010, after the DOJ in Manila concluded its preliminary
investigation.

* Judge Solis-Reyes submitted the case for decision on August 22 and was required by a Supreme
Court (SC) circular to issue her verdict 90 days later in November. But citing the “voluminous records”
of the case, she requested an extension of 30 days which the SC has granted. The promulgation of
the decision is expected on or before December 20.
Seventy out of the 112 arraigned accused filed petitions for bail. Forty-two have
been granted bail, most of them members of the 1507th and 1508th Provincial
Mobile Groups of the Philippine National Police. At present, the court is hearing
routine presentations in defense of the suspects who have been charged.
