Cooperative Agreement between Peace Corps

and National Peace Corps Association


FY2006 Open House Programs
I. PURPOSE OF AGREEMENT. The purpose of this Agreement is to provide
support to the National Peace Corps Association (“NPCA”) for the program described in
Attachment A to this Agreement entitled "Program Description." The Peace Corps
Office of Acquisition and Contracts Management shall notify NPCA of the Agreement
Officer (“AO”) and the Cognizant Technical Officer (“CTO”) no later than 10 days after
the Agreement is signed.

The AO is the person with the authority to enter into, administer, and/or terminate this
Agreement, make commitments on behalf of the Government related to this Agreement
and provide written direction to NPCA regarding its performance pursuant to this
Agreement.

The CTO’s responsibility is to (a) assure that NPCA performs the technical requirements
of the Agreement in accordance with the Agreement terms, conditions, and
specifications; (b) perform or cause to be performed, inspections necessary in connection
with NPCA’s performance and require NPCA to correct all deficiencies; and (c) maintain
primary liaison and communications with NPCA. The CTO does not have the authority
to change or modify any of the Agreement terms and conditions, nor enter into any new
Agreement on behalf of the Government.

Attachment A: Cooperative Agreement Program Description

I. Purpose / Goals

• Peace Corps’ Third Goal is to help promote a better understanding of other peoples on
the part of Americans. One way to support this goal is to sponsor 10 Open Houses in 10
different regions of the country during 2006, the 45th anniversary of Peace Corps’
founding. These Open Houses can build public awareness about international
development and exchange, the international work of Peace Corps Volunteers, and
Returned Peace Corps Volunteer (RPCV) Third Goal activities.

• These Open Houses are best achieved through a cooperative agreement with the National
Peace Corps Association (NPCA), the national non-profit organization exclusively for
Returned Peace Corps Volunteers and former Peace Corps staff. NPCA has about 140
affiliate groups, local RPCV groups throughout the nation, “Friends of …” RPCV
groups, and special interest groups such at the Minority RPCVs, all of whom can help
promote the Open Houses.

• NPCA and its local affiliate groups have been working successfully with Regional
Recruiting Offices for the past several years. The participation of NPCA with its network
of affiliated local organizations provides a wider audience for public outreach and
exposure to Peace Corps Third Goal programs.

II. FY2006 Goals and Objectives

Goal:

• To increase RPCV participation in Third Goal activities, including those sponsored by


Peace Corps, and by doing so build greater public awareness of Peace Corps Volunteers’
work internationally and at home.

Objectives:

• To increase the public’s understanding of the work of Peace Corps Volunteers, and of the
activities the public can participate in to further a better understanding between peoples
of the US and countries in which Peace Corps serves. These include:
o the extensive resources through the Coverdell World Wise School program
(including classroom to Volunteer match programs),
o the opportunities to support Volunteer projects through the Peace Corps
Partnership programs, and
o the outreach given through the Peace Corps Fellows and Masters International
programs.

• To increase RPCV participation in Peace Corps sponsored Third Goal activities. These
include
o Crisis Corps,
o CWWS,
o Peace Corps partnership,
o Fellows and Master’s International programs, and
o future Region Office sponsored third goal activities.
