Coalition of Greater Philadelphia: BIKE PORTRAIT BLOG REQUEST FOR QUALIFICATIONS


Part of the Better Bike Share Partnership


Overview
This Request for Qualifications seeks a photographer to create content for a new bicycle portrait blog for
Philadelphia.

The primary goal of this project is to create a repository of compelling images of Philadelphians riding
bicycles, in order to convey the diversity of people who ride. This project will serve the larger goal of
inspiring a diverse cross-section of Philadelphians to use Philadelphias Bike Share system, coming Spring
2015.

RFQ Submissions due: 8 December, 2014
Up to three finalists selected for interviews: 14 December, 2014
Finalist awarded soon after interviews!

Project Implementation
Phase I BCGP creates web platform and photographer begins stockpiling initial photos: January
2014
Phase II Soft website launch with pre-bike share photos: February-March 2015
Phase III Website official launch with bike share launch: April 2015. Photo blog ongoing for
foreseeable future, with potential for photographer to renew contract in July.

Responsibilities
Report to Bicycle Coalition of Greater Philadelphia for the duration of the project.
Produce 3-5 portraits per week of Philadelphians with their bicycles (or bike share bicycles) for 6
months. (January-June). Ensure that these portraits reflect the diversity of the city of Philadelphia.
Work with Bicycle Transit Systems, Mayors Office of Transportation & Utilities, and additional
partners TBD to take portrait referral suggestions (as a supplement to producing man-on-the-street-
type portraits independently.)

Project Description
We envision a beautiful, compelling, and frequently-updated blog featuring images of Philadelphians
with their own (or their bike share) bicycles. Any Philadelphian should be able to look at this blog (or its
associated social media instantiations) and see someone who looks like them enjoying a bicycle ride.

The Bicycle Coalition of Greater Philadelphia, as part of the Better Bike Share Partnership with the City
of Philadelphia, National Association of City Transportation Officials, and People for Bikes, is working to
create a socially equitable bike share model for Philadelphia and beyond. To achieve this goal, we want
to create a library of images of Philadelphians riding bicycles that reflects the diversity of our city. In
circulating these images via the blog and other media, doing so, we hope to promote the joys of biking
and dispel stereotypes about who rides a bike.

Project Goals
Engage a skilled photographer who specializes in urban portraiture.
Create a compelling website that evokes the diversity of Philadelphians who ride bicycles a website
that Philadelphias bicyclists are excited to be featured on.
Compile a library of images for use in additional Bicycle Coalition and bike share marketing efforts, as
needed.

Website Description
The website, yet to be created, will be hosted on a Wordpress or Tumblr site, linked in some capacity to
the Bicycle Coalition website. While the Bicycle Coalition is responsible for developing the site, we would
like to give the photographer some input on what it should look like.

Artist Eligibility
This project is open to individual professional photographers, residing and eligible to work in the United
States. Ideally, the photographer lives and works in Philadelphia. Applicants work samples should
demonstrate their photographic skill, focusing especially on urban portraiture.

Up to three finalists will be selected for an interview process, and one will be awarded the project.

Selection Criteria
Proposals will be reviewed by a Selection Panel whose members will include photography professionals
as well as representatives of the Bicycle Coalition of Greater Philadelphia, among others.

The Selection Panel will use the following criteria to review proposals:
Commitment to meet the project goals
Demonstrated excellence and quality of past photographic work

Relevance of artists creative interests and past work in terms of the project goals
Ability to manage schedules, communications and budgets as evidenced by previous projects and/or
supported by professional references
Enthusiasm about and approach to project

The selected artist will contract with the Mayors Fund for Philadelphia to undertake this project,
although they will be supervised directly by the Bicycle Coalition of Greater Philadelphia.

Budget
The budget range for this project is approximately $4,000-$8,000. We anticipate paying a per-photo
price for these portraits.

Deadline
Proposals must be received by the Bicycle Coalition no later than 4 p.m. on Monday, December 8, 2014.
