Tasks and Report Structure
The following lists the tasks given to the25
Manoeuvring Committee (MC) together with explanation of how the tasks have beenexecuted.1.
Update the state-of-the-art for predictingthe manoeuvring behaviour of shipsincluding high speed and unconventionalvessels, emphasizing developments sincethe 2005 ITTC Conference.a)
Comment on the potential impact of new developments on the ITTC. b)
Emphasize new experimentaltechniques and extrapolation methodsand the practical application of computational methods tomanoeuvring prediction and scaling.c)
Identify the need for R&D for improving methods of modelexperiments, numerical modelling andfull-scale measurements.
The Manoeuvring Committee
State-of-the-art reviews are given coveringoverview of manoeuvring prediction methods(Section 2); progress in systems (Section 3)and CFD (Section 4) based manoeuvringsimulation methods; and new experimentaltechniques and extrapolation (Section 7).2.
Review ITTC recommended procedures7.5-02-06-01, 7.5-02-06-02, 7.5-02-06-03and 7.5-02-05-05.a)
Determine if any changes are needed inthe light of current practice. b)
Identify the requirements for new procedures.c)
Support the Specialist Committee onUncertainty Analysis in reviewing the procedures handling uncertaintyanalysis.3.
Rewrite the sea trials procedure for manoeuvring 7.5-04-02-01 to make it moreself-consistent.a)
Give attention to: IMO requirements,new elements such as high-speed craft, podded propulsors (liaise with theSpecialist Committee on AzimuthingPodded Propulsors) and newtechnologies such as improvements toGPS. b)
Include the limiting environmentalconditions for sea trials, and how tocorrect for non-optimumenvironmental conditions.Section 10 reviews current status MC QualityManual Procedures.4.
Critically review examples of validation of manoeuvring prediction techniques.Identify and specify requirements for new benchmark data.5.
Help to organise the workshop onverification and validation of shipmanoeuvring simulation methods. Assistthe workshop organisers in the collection of data for validation of ship manoeuvringsimulation methods and make this availableto ITTC Members.Section 5 provides an overview of the recentSIMMAN 2008 Workshop: Validation of Simulations & Benchmark Data.6.
Monitor developments in manoeuvringcriteria at IMO and clarify their implications on ITTC.Section 9 reviews current status standards andsafety.7.
Give support to the Specialist Committeeon Azimuthing Podded Propulsion onreviewing methods for the prediction of manoeuvring of ships with podded propulsion and in investigatingmanoeuvring criteria for them.MC contacted Specialist Committee onAzimuthing Podded Propulsion, but found nosupport required at this time.8.
Continue to review the state of the art for  prediction methods and possible criteria for slow speed manoeuvring in shallow andconfined water.Section 8 reviews current status shallow andconfined waters and ship-ship interactions.9.
Investigate the developments onmanoeuvring and course keeping in waves.Report on developments in this field, andon how these should be taken into account by the ITTC in the future.Section 6 reviews current status manoeuvringand course keeping in waves.Lastly, Sections 11 and 12 provide conclusionsand recommendations, respectively, andreferences are listed at the end of the report.

Figure 1 Overview of manoeuvring prediction methods
The objective of this section is to give anoverview of the state-of-the-art of the methodsthat are in use in practical applications for the prediction of the manoeuvring properties of ships and floating structures.Opinions in this section are not proven by papers, but represent our general state-of-the-art opinion. This is supported by benchmarksevaluated by the SIMMAN 2008 workshop,co-organised by the ITTC Manoeuvringcommittee.
Overview of Methods
Figure 1gives an overview of all differentmethods to come to manoeuvring predictions.The ITTC MC observed a necessity to raiseoverview of methods as used within ITTC.Each method has merits in terms of accuracyand cost. The accuracy and cost of the methodswill change during the years as technologiesare advancing. This overview is based on theexperience of the manoeuvring committee andinsights obtained from the SIMMAN 2008workshop. Giving an overview means thatgeneralization takes place. Therefore one
