Anomalies of revised pay revision order
Memorandum submitted by KGMCTA
Ref: G.O. (P) No. 425 /2009/H&FWD dt 14.12.2009As per the above revised G.O.regarding pay revision, there are many anomalies even now and thisrequires urgent rectification. These can be broadly grouped as1.
Anomalies regarding pay and increments2.
Anomalies regarding allowances3.
Anomalies regarding career advancement4.
Criteria for promotion5.
Woking time6.
Anomalies regarding pay
The monetary benefits of pay revision should be from 1-1-06 and not from1-1-07
The AGP of entry cadre – lecturer- in medial category is Rs. 5400 but the AGP isRs. 6000 for non medical category. There should be parity for AGP for entry cadrefor medical and non medical category. Otherwise the medical category will becomeunattractivec.
Increments for higher qualifications:
For super specialty post graduate degree holders five advance increments (noncompounded) to be given as in case of PhD holders (This was agreed during talks atAlappuzha) on acquiring while in service or on entryd.
For MS/MD post graduate degree holders ,three advance increments are to begiven (UGC recommendation) on acquiring while in service or on entrye.
For diploma holders two advance increments are to be given on acquiring while inservice or on entryf.
Five increments for those publishing five or more original research papers with firstauthorship in indexed journals (UGC recommendations)
Anomalies regarding allowances and new allowances proposed
. Administrative allowance:
The government had initially agreed to provide administrative allowance for those who aredoing extra responsibilities. Administrative allowance is now given to DME, Joint DME, Principal,Vice principal, Superintendents, Addl /deputy superintendents, RMO and registrar.
Administrative allowance should also be given to Heads of departments, Warden and Assistant wardens of hostels and nodal officers of various programmes including Telemedicine. There isobvious discrimination in not giving administrative allowance for these later categories who aredoing additional responsibilities and the work done by these category is likely to suffer in futureand it may be difficult to get people to do the additional responsibility in future.
We propose the following rates as administrative allowance
Head of the Department: Rs. 3000 per monthWarden and Asst wardens Rs. 3000 per monthNodal Officers- Rs. 3000 per monthAdministrative allowance should be enhanced for DME to Rs. 15,000 and to Rs. 10,000 forJoint DME and principals as patient care allowance is denied to them as the total emolumentsof these categories become less when they get promoted from the post of professor.
b). Medical Conference Allowances
The government had agreed to give allowances for attending Medical Conferences and it wasincluded in the draft given by the government during discussions. This was reiterated duringtalks with the Hon’ble Minister twice. But no specific government order to this effect has beenissued till date. Hence we request the government to issue specific orders to this effectincorporating the following suggestions.
Specific funds are to be allotted for this purpose under the head -Medical ConferenceallowanceRs. 50 lakh per year has to be demarcated for medical conference allowance/CME fundper yearDME should have the power to sanction medical conference allowance for attendingnational and international conferencePermission should be given for attending one state and national conference every yearand one international conference every two years provided the faculty is presenting apaper or delivering a lecture or chairing a session. In case of multiple applicants for same month, those who have oral papers or those givinglectures or those who chair sessions are to be given priority over those who present onlyposters.
The amount incurred for registration and 50% of the travel amount should be sanctionedas advance once a paper has been accepted for conference. The remaining 50% of travelcharges and 100% of accommodation charges are to be reimbursed on production of theair ticket bill and hotel bills along with the attendance certificate.
c). Rural Medical College faculty allowance
The doctors posted in rural areas under the Health services are given special rural areaallowances. It was agreed during discussions with the Hon’ble Minister at Alappuzha on 25
October 09 that special rural area allowance will be give to doctors working in MedicalColleges at Kottayam, Alappuzha and Trissur where medical colleges are situated in ruralareas. In view of the rural location, the doctors in these colleges get a low house rentallowance. The special rural medical college faculty allowance will attract the faculty tothese medical colleges. Fund may be obtained from NRHM funds or RSBY reimbursementfund.
We propose a flat rate of Rs. 5000 per month as rural medical college facultyallowance
d). Risk Allowance1. Bio hazard allowance
The medical college faculty is doing clinical and para clinical work which exposes them tothe risk of infections, noxious substances and radiations. Hence all the faculty doing clinicaland para clinical work are to be provided risk allowance and it should be termed biohazardallowance.
We propose a flat rate of Rs. 5000 per month
2. Radiation hazard allowance
All faculty exposed to ionising radiations (those doing x-rays, CT, fluoroscopy, isotopestudies; in the departments like radio diagnosis, radiotherapy, cardiology for angiogram, gastroenterology for ERCP, Urology for PCNL and stenting, Orthopaedics for various surgicalprocedures and all labs where radio isotopes are used) are to be given the benefits of radiation hazard including radiation leave, radiation badges and special risk allowance .Thesefaculty have the high risk of developing infertility and cancer. Hence they are to be suitablycompensated
We propose the flat rate of Rs. 10,000 per month as special risk allowance forradiation hazard
Book and journal allowance
As per recommendations of the UGC with reference to 6
pay commission, specialallowances are to be given to the faculty to purchase books. In central instititutes, book and journal allowance is given. Medical text books and journals are very expensive and it will notbe possible to update knowledge by buying the books and journals from their salary
We propose a flat rate not exceeding Rs. 10,000 per year per faculty as book and journal advance (the actual amount to be paid)
