PRACTICAL GUIDELINES FOR ADMINISTRATION OFINMATE BELIEFS AND PRACTICESINTRODUCTION
This Technical Reference Manual (TRM) on Practical Guidelines forAdministration of Inmate Beliefs and Practices has been writtento assist chaplains and administrative personnel to appropriatelyfacilitate the religious beliefs and practices of inmates withina correctional environment.With the complexity of religious issues faced by Bureau chaplainstoday and the large number of religions represented in the inmatepopulation, this Technical Reference Manual will assist chaplainsin implementing the mission of the Chaplaincy Services Branch inthe institutions they serve. The mission is as follows:The mission of the Chaplaincy Services Branch is toaccommodate the free exercise of religion by providingpastoral care to all Federal inmates and facilitate theopportunity to pursue individual religious beliefs andpractices in accordance with the law, Federal regulationsand Bureau of Prisons policy. The staff chaplain willprovide religious worship, education, counseling, spiritualdirection, support and crisis intervention to accommodatethe diverse religious needs of inmates. When appropriate,pastoral care and subject matter expertise may be extendedto staff.The purposes of this Technical Reference Manual are:1.To accommodate the provision of religious worship servicesand programs for the faith groups represented in the inmatepopulation of the Bureau of Prisons.2.To provide guidance to institution chaplains andadministrators in making informed decisions concerningreligious issues which surface regularly so that the needsof both the correctional environment and the “free exercise”clause of the First Amendment are met.3.To encourage consistency of practice Bureau-wide given themission and level of security of the institutions.4.To provide enough information about each religion for thereaders to receive a general understanding of its basictenets.The Technical Reference Manual must be read in conjunction withthe latest version of

Final program decisions rest with the Warden.
The Technical Reference Manual follows the same outline for eachchapter. The information is divided into two sections, Tab A andTab B. The practical issues of each religion are placed in thefront of the chapter and are placed behind Tab A. Tab B includesthe history, theology and recommended resources. If necessary,glossary and appendices are attached to the chapters. The formatfor each chapter is as follows:
