1.0 Awareness
Description: The first stage of the Volunteer lifecycle is the awareness stage. One of the
goals of the Peace Corps is to expand the public's awareness and understanding of the
Peace Corps and the work of Volunteers overseas; and to support the efforts of the
Office of Volunteer Recruitment and Selection and the eleven regional recruiting offices in
their efforts to recruit new Peace Corps Volunteers. These goals are accomplished
through a variety of communications tools and systems.

2.0 Application
Description: The second stage of a Volunteer's lifecycle is the application process.
Information is provided by a prospective Volunteer to the Peace Corps to initiate the
process of becoming a Volunteer. The application includes background information and a
description of the applicant's knowledge, Skills, and abilities, and explains their
motivation for becoming a Volunteer. The second part of the application is the Health
Status Review which applicants can either complete via paper or online web-based
system hosted by Apply Yourself. This stage is supported by multiple systems.

3.0 Nomination
Description: The third stage of a Volunteer's lifecycle is the nomination stage which includes
the screening process. Nomination occurs with a recruiter's recommendation to further
consider a candidate for placement as a Peace Corps Volunteer. The screening process
starts after a recruiter nominates the applicant. A screening team will conduct all the
necessary steps to ensure that a Volunteer is medically cleared or denied for service.
This stage is supported by multiple systems.

4.0 Invitation
Description: The fourth stage of a Volunteer's lifecycle is Invitation. Placement sends an
invitation packet to the Nominee. The invitation packet contains the VAD, Volunteer
Handbook, and country-specific information. The Nominee has ten business days to
contact the Office of Placement to accept or decline the invitation. This stage's goals are
accomplished through a variety of systems.

5.0 Staging
Description: The fifth stage of a Volunteer's lifecycle is staging. The Staging Unit is
responsible for pre-departure orientation of Volunteers. This orientation is held
immediately before PC trainees leave the U.S. for their overseas assignment. It includes
activities for trainees to get to know each other, complete PC forms, address questions
and concerns, form positive expectations for service, and build team spirit. This stage is
supported by multiple systems.

6.0 Pre-Service Training


Description: The sixth stage of a Volunteer's lifecycle is the Pre-Service Training. The Post
provides 6-12 week host- country or third-country based training emphasizing integration
of the technical, cross-cultural, language, and personal health and safety training
designed to prepare the Volunteers for their assignments. The training may be Center-
Based, Community-Based, or a mixture of Center-Based and field training. At the end of
the Pre-service Training, Volunteers are sworn in. This stage is supported by multiple
systems.

7.0 Service
Description: The seventh stage of a Volunteer's lifecycle is Volunteer service. The Peace
Corps supports Volunteers throughout their term of service. This stage is supported by
multiple systems. Support areas include: Logistical, Technical, Financial, Medical, and
Legal support.

8.0 Completion of Service


Description: The eight stage of a Volunteer's lifecycle is the completion of service. The Post
conducts an in-country Completion of Service (COS) conference with the Volunteer to
assist Volunteer in bringing closure to the Volunteer experience and help explore options
for employment and continuing education. The Post provides information on the
readjustment allowance, and post-service insurance coverage, and instructions
concerning termination procedures. This stage is supported by multiple systems.

9.0 Returned Peace Corps Volunteer


Description: The ninth stage of a Volunteer's lifecycle is their return from service. The PC will
assist Volunteers reaching the end of their tour of duty to transition to life after Peace
Corps. Activities include providing support subsequent to the return of the RPCV to the
US, such as providing the readjustment allowance, providing access to Peace Corps
facilities to assist RPCVs in job searches, and providing logistical support. This stage is
supported by multiple systems.

Description: This system allows prospective Volunteers to express interest in serving in the
Peace Corps by giving their contact information, level of education, language proficiency,
and dates of availability. The system serves as the initial step in the application process
before prospects complete a formal application. Prospect Application on WWW also

Description: RDS maintains a database of contact names which can be searched for
recruitment purposes. In addition, the application allows recruiters to mass email
contacts, allows recruiters to create labels for mailings to contacts, and allows Public
Affairs Specialists (PASs) to maintain a database of HomeTowners and create Press
Releases.

1.5 WWSM
Description: Used by the World Wise Schools (WWS) program to connect Peace Corps
Volunteers with teachers. Corresponding with a Peace Corps Volunteer overseas
provides students in the United States the opportunity to learn about the people,
geography, and culture in the country where the Volunteer lives and works. By
participating in a correspondence match, students write to the Volunteer, ask questions
about the country, and discover what it is like to live there through the exchange of
letters, photos, and artifacts.

Description: Master International Student Management System - This application was built by
an OUP contractor to store information about MI students that the OUP has identified and
runs reports. A subsystem called Master International is in VRSDEMO under menu
option: 'Masters International'.

for the public internet site, www.peacecorps.gov.

Description: The Graduate School application is used to maintain information about Peace

Description: A two-part online application for prospective Peace Corps Volunteers which
consists of a Volunteer Application and the Health Status Review (HSR). This application

Description: A subsystem of PCVDBMS, this application assists in the recruitment of
applicants into Peace Corps assignments by tracking relevant information about

experience, level of education, contact information, medical history, and previous
interactions with the Peace Corps. The application allows the recruiter working with the
applicant to link individuals' primary inquiry information with the more extensive

Description: Allows the user to search, add, modify and delete Crisis Corps Applicant
information. Applicants may be searched by certain criteria, such as skill, education, and
language for recruitment purposes and search results may be printed. One can also
search CCV information using this screen.

2.3.2 CCV - Process Actions


Description: Once a candidate has been selected for a specific Crisis Corps assignment, this
option allows the user to enter actions, such as Re-enroll (REN), Qualify (QUA), Invite
(INV) and Accept (ACC) for that candidate. It also provides a History of actions, a listing
of any current Holds and the department in which they originated, and any current
Medical notes for that candidate. Note: Volunteers are EOD'd through the applicants
screen using the add/modify function.

criteria, such as country of service, assignment area, and education for recruitment

3.1 EXPERT
Description: The Medical Scannable History Expert System is used to process data collected
from the Health Status Review (HSR) form that is submitted by all Peace Corps
applicants. The Expert System will analyze the applicants' responses to each of the
questions on the HSR form in order to determine the initial medical status of the applicant
and which medical letters should be sent to the applicant. Each positive response could
cause the system to generate one or more letters that have to be sent to the applicant for
completion. Each letter is merged with the applicants data and printed.

3.2 NSCRNGUD
Description: This application allows users to access and to update most documents
containing medical guidelines that the Medical Screening Department utilizes in order to
evaluate Peace Corps applicants. Users can also employ this application to sort the
documents according to specific guidelines.

3.3 SCRN_SYS (Pre-Service System)


Description: This application is used to record and track medical information for individuals
who apply to be Peace Corps volunteers. The initial medical data is obtained from the
responses on the Health Status Review (HSR) form which is then used to generate the
appropriate letters to the applicant requesting additional information. As the paperwork is
received, key aspects of the applicants medical record are entered into this system by
the screening team. This system maintains a list of patient problems/accommodations.

Description: This application tracks the medical conditions that each country can
accommodate. The list of accommodations that countries can accommodate is compiled
from each of the Peace Corps Posts and specifies the general capabilities of the staff in
country. Users can enter a medical condition in order to receive a list of accommodating
countries or enter a country in order to receive a list of medical conditions that that
country can accommodate.

4.2 CHRS
Description: The Country Health Resources Survey is a data repository for information on
health resources available to each post. Data includes consultants, facilities, health
programs, and medical office information.

4.3 VRSDEMO
Description: VRS Reports - This application serves as a reporting system for the Volunteer
Recruitment and Selection (VRS) office, providing information on the recruitment and
placement of Peace Corps applicants. There are 3 options under this system:

4.4 PLACECS
Description: This subsystem of PCVDBMS assists in the placement of applicants into Peace

Description: The Country Health Resources Survey is an instrument for the collection of

Description: Monitoring activity of nominations produced by Regional Office and/or by
recruiter(s) within an office. Applications received are designated by their On File Date.
In addition to showing app counts based on fiscal year, the report also identifies a
snapshot corresponding to “this week” in the calendar year. (“This week” corresponds to
the actual date on which the report is run). Finally, the r11 report includes counts for all

applicant first applied. But more often, this panel is used to change an applicant's name if
he or she has recently gotten married and he or she has decided to change his or her
name. Applicants need to provide documentation of a legal name change.

Description: This application retains Peace Corps Volunteers Language Testing Scores. All
volunteers are given a Language Proficiency Interview (LPI) to determine their oral
proficiency level. The LPI is based on a scale with four major levels: Novice,
Intermediate, Advanced and Superior. Volunteers' language skills are assessed three
times throughout their service: entry PST, exit PST, COS. Each post sends scores to
headquarters, where they are then imported/recorded in the Language Testing Score
application.

6.2 CONTRACT
Description: This is a central database containing the personal, professional, and background
information of candidates for short-term contracting opportunities with Peace Corps for
PSTs, ISTs, workshops, etc. These candidates are referred to the STAU by posts,
specialists, or other trainees. Other candidates with knowledge of Peace Corps trainings
may also apply. The Short Term Assistance Unit (STAU) does yearly mailings to active
applicants in the database informing them of new opportunities while encouraging them
to update their files. After receiving requests from posts or colleagues at headquarters,
the STAU contacts qualified applicants from the database

Description: Each post sends scores to headquarters, where they are then imported/recorded
in the Language Testing Score application.

6.1.2 LANGTEST - Export Volunteer Data from PCVDBMS


Description: Allows user to search PCVDBMS for Volunteer data to export to Excel for a given
fiscal year based on oath date. There are two formats available for this: PST or COS.

6.1.3 LANGTEST- Import Volunteer Language Scores


Description: Import Volunteer the Language Scores from Excel spreadsheets sent by the
posts. There are two different types of spreadsheets that can be imported: PST and
COS. There are approximately 4000 PST language scores loaded and 3000 COS
language scores per fiscal year.

Description: This process allows user to link to the consolidated list of language scores on the
Centers shared drive. The Center uses this spreadsheet to track who has or has not sent

7.1 CATS
Description: Center's Activity Tracking System (CATS) is used for administrative
programmatic oversight and for fiscal tracking of each activity request received in the
Center from overseas posts, and for activity requests that have been granted internally.
CATS retains information on the activity, its relation to a country project, its primary
sector area, scheduled implementation dates and participant levels, the activity's
expected objective and results, the requested levels of Center support (along with
projected post and host country support) and intended purpose of such support. For
those activities that are to receive Center support, information is collected on how the
approval support is allocated. Once an activity is complete, information is collected on
final participant counts by gender, final costs by budget line, cumulative activity final
costs, and any outcome or learning that can be collected from the activity. (This
application consists of a front-end and back-end version. The front-end version is located
on the users' D drive).

7.2 FORPOST
Description: Financial Operations Room at Post assists etc., etc. etc.

7.3 MEDPAY
Description: The Case Management System is used to track Medevac and other types of
medical cases that may occur during a volunteer's service. This system will also track
medical appointments and diagnoses, and it will issue Authorizations for payment (PC
127c).

7.4 VIDA
Description: Volunteer Information Database Application (VIDA) is the overseas volunteer
tracking application. VIDA is the single, non-financial, agency-wide tool for managing
core business processes overseas. VIDA allows for the tracking and management of
volunteer information, information on volunteer counterparts, host agencies, and any
other partners involved in volunteer projects.

7.5 FORHQ
Description: ForPost interface to Odyssey system. Contains summarized reporting data from
all posts for HQ.

7.6 ODYSSEY
Description: Odyssey is the Agency's financial management system. Odyssey converted the
entire Agency to a single web accessible financial management system using Oracle
Financials and third party software. This system is capable of meeting all current federal
financial reporting requirements and flexible enough to meet future requirements. With
the implementation of Odyssey in FY 2004, the Agency replaced a number of stand-
alone financial systems. Previously, the Agency used various stand-alone systems to
satisfy financial management requirements beyond basic accounting. By replacing these
with an integrated system, Odyssey strives to reduce data reconciliation, data entry and
software interface maintenance, while providing a system that links budget execution and
review. The overseas posts are connected to Odyssey via FOR Post.

7.7 IMCMS
Description: The Intranet Medevac Case management System is an Intranet based version of
the MSIP or MEDPAY System (medical applications). IMCMS does not contain the full
functionality of MISP/MEDPAY but does contain all functions needed by the Duty Nurse
to handle a case when not working onsite at Peace Corps. All information entered using
IMCMS is fully accessible and updateable using MSIP/MEDPAY.

7.8 PROJPLAN
Description: The Project Plan database will serve to: Act as a single source of information for
Project Plans and to track the project plan review process. It will link the Project Plan
and/or Concept Paper to PSRs and feedback, as well as, link to the VAD Exchange Data.

7.9 SPA
Description: This is the front-end version of the Small Project Assistance (SPA) Database.
The front end consists of forms and reports employed by users on a regular basis. The
application contains information about the proposals submitted by Volunteers for SPA
Grant funds. More specifically, SPA tracks various information about the PCV and this or

her community group, HQ's activity classification scheme and numerous development
indicators, number of beneficiaries and participants, amount and description of the final
grant amount, and qualitative data that describes the goals, planning activities and final
results of the project. The application thus makes grant and technical assistance funds
available to support community-based, self-help activities.

7.10 VOLSTORY
Description: This system collects and publishes stories, written by or about volunteers and
their volunteer experiences, for use on the public WEB site.

7.11 VOLVIGN
Description: This application holds short descriptions of Peace Corps Volunteers' activities
during various worldwide projects and locations. Submitted with the annual Project
Status Reports, Country Directors, or other communications, the stories are qualitative
rather than quantitative and primarily illustrate Volunteers' exemplary work. The Director's
Office and Office of Congressional Relations use these stories for publicity.

7.12 CENPSR
Description: The Project Status Review (PSR) database contains information provided by
posts in the annual reports. The database mirrors the Project Status Report form and
contains both qualitative and quantitative information from the posts.

7.13 CIRF
Description: Crime Incident Reporting Form. This form is used to populate and track Crime
Incident Response Forms. The Crime Incident Reporting Form is a form intended to
automate the submission of crime incident data from post to Peace Corps headquarters.
The form consists of crime information used for historical/tracking purposes at posts and
other data utilized by three offices at headquarters: the Inspector General, the Office of
Medical Services, and the Office of Safety and Security. Posts submit crime information
through an MS Office solution that utilizes both MS Excel and MS Outlook. The posts
enter the information into an Excel form and send the data to headquarters using
Outlook.

7.14 PARTNERS
Description: The Partnership Database was created as a knowledge management tool for
staff involved in the negotiation or management of partnerships. It is meant to be used to
track both formal and informal partnership activity. The primary source of data for the
database is the annual Project Status Reports (PSRs), and the associated
documentation (Training Status Reports, Agency Initiative Reports, the Congressional
Addendums, IPBS Strategy Statements, etc.)

7.16 MALARIA
Description: The Antimalaria Tolerance Survey system is used to study and better understand
the factors that influence antimalarial medication compliance. These records will be used
by the staff of Surveillance & Epidemiology Unit of the Office of Medical Services to
collect, analyze and evaluate data from surveys to determine the effectiveness of in-
country health care.

7.4.1 VIDA- Download HQ Volunteer Data


Description: Posts need to download data from the Headquarters into VIDA every day. This
helps to keep the data in VIDA up-to-date. HQ runs a process, on a daily basis, to create
files for each Post containing information about past and present Volunteers, as well as
Invitees (who have not yet arrived in country). This process places these files on an FTP
server. At Post request, the application automatically downloads Post's files using a
secure transfer protocol, and the statistics on the Download Headquarters Data screen
are immediately updated.

7.4.2 VIDA Maintain Volunteer Detail Data


Description: The Volunteer Detail screen displays detailed information for a selected
Volunteer. This screen uses multiple tabs to display details of different categories. The

7.4.3 VIDA - Maintain People & Places Detail Data


Description: The People & Places Detail screen displays detailed information for a selected
person or place. This screen contains multiple tabs to display details of different
categories. Any user can view information under any of the tabs. If you have edit
privileges, an Edit button will be visible within the tab area. Clicking the Edit button allows
you to edit the existing information.

7.4.4 VIDA - Maintain Groups


Description: The Groups List screen allows you to create and view collections of Volunteers
or other people or places. You may create groups for many different purposes such as,
Volunteer support groups or VAC members. A group may consist of just Volunteers, just
people or places, or any combination of the two.

7.4.5 VIDA - Maintain Consolidation Points


Description: The Consolidation Points screen assists you to manage Consolidation Point
information, identifying the CP's location, its wardens and the assigned Volunteers.

7.4.6 VIDA - Maintain EAP Event Information


Description: The purpose of the EAP Event Management screen is to allow you to track the
status of Volunteers for EAP events, tracking multiple log entries for each individual, and
multiple log entries for the event. Use this feature to monitor EAP Communication Tests,
Consolidation Point Tests, and actual Emergencies or Evacuations. The information you
capture during an event can be used later in reports to review and analyze staff and
Volunteer performances.

7.4.7 VIDA - Maintain Site Information


Description: The Site List is yet another list screen, to display information on each site. It is
similar to the other list screens in appearance and functions.

7.4.8 VIDA - Maintain Documents


Description: The Documents List is another list screen. It displays lists of various Volunteer
documents (passports, visas, work permits, etc.). Its main purpose is to assist the
administrative staff in managing near-expiring documents of active Volunteers.

7.4.9 VIDA - Maintain Digital Images


Description: VIDA allows you to store digital images with your Volunteer and People & Places
records. You may store headshots, as well as other Photo, Maps, Directions images
(photos, scanned maps or drawings as necessary from your Site Locator Forms).
Headshots are different from Photo, Maps, Directions entries in several ways. A headshot
is only an image (and no narrative) and there can be only one headshot for each
volunteer or People & Places record. A Photo, Maps, Directions entry is either an image,
a narrative, or both, AND, there can be multiple entries for each Volunteer or People &
Places record.

7.4.10 VIDA - Produce Reports


Description: The Reports Menu screen is the center from which all reports are previewed and
printed. From this screen, you can select a report, set various options for the selected
report, then either preview or print the report. There is a Reports button on most screens.

Description: The Peace Corps accounts receivable is done using Oracle Accounts
Receivable Module. Oracle's Accounts Receivable module streamlines and accelerates
the process of applying receipts, handles complex transactions quickly and automatically
minimize the need for manual processing.

7.6.2 ODYSSEY - Process Project Accounting


Description: The Peace Corps uses the Oracle Project Module to process project financials.
Oracle Projects applications supports the full lifecycle of project management with a
single, accurate view of all project-related activities. You can choose the right projects,
assign the right resources, proactively streamline execution, and track profitability via
accurate budgeting, forecasting, and billings/chargebacks.

7.6.3 ODYSSEY - Process General Ledger


Description: The management of Peace Corps general ledger is done using Oracle General
Ledger Module. Oracle General Ledger provides highly automated financial processing.
It can import and post 42 million journal lines per hour, making it the fastest and most
scalable general ledger on the market. It also provides tools for effective management
control and real-time visibility to financial results.

7.6.4 ODYSSEY - Process Accounts Payable


Description: The management of Peace Corps accounts payable is done using Oracle
Accounts Payable Module. Accounts Payable is one of the main modules provided as

part of the Oracle Financial suite. It plays the crucial role of managing suppliers,
processing invoices and payments and transfer accounting details to the General Ledger.

7.6.5 ODYSSEY - Process Contracts


Description: CompuSearch PRISM is the Peace Corps procurement system that is fully
integrated with Oracle Federal Financials. Prism provides purchase requisition
preparation, approval, and submission with real time funds checking. Prism also offers a
wide range of procurement functionality for acquisition personnel.

7.6.6 ODYSSEY - Process Purchases


Description: Peace Corps uses the Oracle PO module for processing purchases. The Oracle
purchase order system will make commitments and pay for the required goods and
services being ordered from suppliers.

7.6.7 ODYSSEY - Process HRMS


Description: The management of HRMS/Payroll (manage Volunteer data and allowances and
PSC payments). The Oracle Human Resources Management System automates the
entire recruit-to-retire process, so you can align your workforce with strategic objectives.
A unified data model provides a single, accurate view of human resources-related
activities, including recruiting, performance management, learning, compensation, and
real time analytics.

7.6.8 ODYSSEY - Perform Financial Analysis


Description: Peace Corps uses Oracle Financial Analyzer module to perform financial
analysis. Oracle Financial Analyzer enables staff to quickly analyze performance,
develop new plans, and quickly revise budgets and forecasts. Executives, managers, and
analysts can develop and analyze performance metrics, evaluate risks, and formulate
future directions.

7.8.1 PROJPLAN- Maintain Project Plans


Description: A Project Plan is the written agreement between the Peace Corps and a host-
country agency that serves as a working document, defining why and how they will
proceed with a project strategy and Volunteer assignments. It is compatible with Peace
Corps programming criteria, host-country priorities and community needs and resources,
and consists of project background, project description including the project framework
(project purpose, goals and objectives), monitoring and evaluation plan, and project
management. The project plan is often incorporated into a project agreement or memo of
understanding that is jointly signed.

7.8.2 PROJPLAN - Search/Produce Reports


Description: Various project plan, position and summary reports are available. Once you
have completed your search and have found the records you wish to view or print, you
are ready to generate your report. You will find reports on the Reports form only. Each
report has different layout for viewing your search results. You may click on any of the
available report buttons to generate it.

done. The date of last contact is taken from the last email or phone conversation with that

Description: The first screen displayed in this part of the database is the index screen for all
formal partnerships. The black arrow indicates the partnership record which is currently
selected. Click on the 'Open Selected Partnership' button on the bottom of the screen to
open the Formal Partnerships Screen.

Description: This part of the database tracks formal partnership agreement. Memorandums
of Understanding (MOUs), Inter-Agency Agreements (IAAs), etc. with other
organizations. Generally, these are on the Agency-level and operate in many posts.
However, there are some agreements which are specific to a post or a region.

7.14.3 PARTNERS - Maintain Country-Level Partnership Activities


Description: This part of the database allows user to tracks all partnership activity on the
country level, either formal (for instance the activities taking place under an Agency-level
MOU) or informal (for instance a Volunteer collaborating with Unicef) . Data may be
searched, added, updated and archived using the form, frmPartnership.

7.14.4 PARTNERS - Produce Partnership Reports


Description: There are four reports available in this database:
1. Partner Organizations.doc: This document serves two purposes: a. As a search
reference - it contain all of the partner organizations in this section of the

database. The name (and acronym) is presented exactly as it appears in all


records in the database. b. As a research reference - all of the names are
hyperlinks, which will take the user to the home page of that organization.

2. Formal Agreement with Partner Organization: Checks the name of the organization in
the current record. Performs a search in the formal partnerships section of the
database and if there is a formal partnership, opens it in a new window.

3. Partners Count by Region: Performs a count of the number of countries reporting


partnership activity for each partner, by region. For example, if the current search
criteria was for "Catholic Relief Services" this button will return a printable report
listing how many countries in AF, EMA and IAP regions report working with
Catholic Relief Services. This counting function could also be performed for all
organizations in a given fiscal year, or all organizations in the database.

4. Partnership Report: Produces a printable report of all of the records in the current
search. For instance, a report could be produced on all partnerships in a given
country, in a given Fiscal Year, or all countries in which a particular partner
organization is working.

8.3 ETCOMMNT
Description: The Early Termination Comments stores comments describing the reason why a
volunteer has resigned and other identifying information about the volunteer and
resignation. The majority of this information is also contained in the mainframe ET
System. However, that system is not capable of providing enough room for comments, so
this MS Access application was created by PPA to store the full comments. After the ET
System database is upgraded and the comment field is expanded, the Early Termination
Comments system can be retired.

8.4 POSTSERV
Description: This application tracks the location of the medical files of Peace Corps volunteers
who have filed Workers Compensation claims. These files based project number,
however, othr information tracked includes Volunteer Name, SSN, Case File Number,
and box number where file is located.

8.5 MR
Description: This application is to store, track, and print the HIV results that were obtained
from the Centers for Disease Control (CDC) for volunteers once they have closed
service. This system is also used to track requests made to release volunteers' medical
information to anyone (including volunteers who request a copy of their own medical file).

8.6 PSCMS
Description: The Post-Service Case Management is used to track medical or dental cases for
recently returned RPCVs (Returned Peace Corps Volunteers who are less than 180 days
from completion or separation of service). This system tracks and generates
Authorizations of payment (PC 127c), which,in turn, allows payment of the RPCVs'
medical bills. PSCMS also allows users to create case consults with Doctors, Dentists, or
Post-Service Managers and to electronically request Health Records from the Medical
Records division.

8.7 SENTINEL
Description: The Sentinel Event Surveillance system tracks Peace Corps volunteers' medical
cases that have resulted in adverse health outcomes. In so doing, the application
facilitates possible improvements in future medical cases are handled.

Description: This application is used to sort and calculate statistics on volunteers according to
age, gender, dates served, and project location.

Description: This system tracks inquirers into the Peace Corps Fellows program, people who

Fellows, the program tracks additional information, including their college names,
graduation dates, majors fields of interest, and possible partnerships with organizations.
The program tracks coordinators' contact information and the name of the college at

Description: This application is used by the Office of Medical Services, Medical Records
Units, to process electronic requests for a volunteer's health record and provides the
ability to request health records from the Federal Records Center or Post.

9.5 MEDINS
Description: This application is used to generate eligibility data files, which are then
transmitted to Peace Corps' medical claims processing contractor and Returned Peace
Corps Volunteer (RPCV) health insurance provider. These files are necessary to
establish an applicant or volunteer's eligibility to have insurance cover the payment of all
his/her medical bills. The files also ensure that all Returned Peace Corps Volunteers
have access to the benefits of post service health insurance.

9.6 PCDAY
Description: This is used by DP to manage the records of RPCVs who have registered to
participate in Peace Corps Day. This app also lets DP enter new records, and create
reports.

9.7 PCDAYPUB
Description: This application allows RPCVs and others to register to participate in the annual
Peace Corps Day/Week activities by registering at:

9.8 VFORA
Description: This system provides a read-only view of volunteer information, especially as it
relates to the volunteers' readjustment allowances. This information includes contact
information, service dates and locations, the amount of money accrued by the volunteers
for their readjustment allowances, and payments taken out of readjustment allowances.
Users of this system also have the ability to look at volunteers' W-2 information for the
past three years as well as volunteers' W-2 information for the last three years of their
service.

Description: This program contains a searchable list of possible Returned Peace Corps
Volunteers (RPCVs) speakers that World Wise Schools utilizes to contact individuals to
speak at schools. Near the end of their overseas service, Volunteers receive information
about WWS Speaker program; by joing the speaker program RPCVs can bring the Peace
Corps experience to the classroom.

9.8.1 VFORA - Process Volunteer Certifications


Description: This functionality allows user to produce Volunteer Certification of Service. To
reach this function, the user starts the VFORA application from the Peace Corps
Application Menu. When the VFO System Menu appears, the user selects the "Volunteer
Certifications" button. Role: RA_USER (VFO User) ONLY - For all of the tests in this
section, the user starts at the "Volunteer Certification Menu" screen with 4 options:
"Volunteer Certification Requests
"Generate Letters for a Group of Requests
"Report on Certification Requests
"Statistics on Certification Requests

9.8.2 VFORA - Process Volunteer W-2's


Description: Allows the printing of W-2S for specified year. The functionality is read-only as it
has been replaced by Odyssey.

9.8.3 VFORA - Process Volunteer Information


Description: Allows most recent volunteer information to be viewed for 1)service 2) address
and 3) W-2s. Cannot update data.

9.8.4 VFORA - Produce Active Volunteers Report


Description: Allows user to produce any of the following reports:
1. Active Peace Corps PCV/PCTs

Description: This function allows user to search on various fields to retrieve list of speakers
(RPCVs) meeting their selection criteria. The user may print a report of the Speaker List
being viewed.

9.9.2 WWSPK - Refresh Volunteer Data


Description: Allows the user to refresh volunteer data from the latest data from Oracle. The
speaker list is updated with the latest volunteer data and rpcv profile data. The country
name reference and assignment area reference tables are updated using program
information from PCVDBMS.
