Governor Hogan,

The citizens of Bel Air were made aware that on Inauguration Day, your administration was quick to
reverse the SHAs decision regarding RT 924 access for Wal-Mart. After much discussion and
deliberation, the SHA had previously determined that access to RT 924 for a proposed Wal-Mart
supercenter would promote traffic congestion and be a detriment to traffic safety. For that reason, on
September 30, 2013, the SHA denied Wal-Mart access to RT 924. The SHA reaffirmed their decision to
deny access in a letter dated July 22, 2014. Yet on the day of your inauguration, the decision to deny
Wal-Mart access was reversed.

We in Bel Air and surrounding communities are opposed to a supercenter at this most inappropriate
location because of the traffic congestion and traffic safety issues it will bring. It is also disconcerting to
know that our quality of life will be denigrated by a political decision made by you and the folks in your
administration who will never be subject to the traffic we will face on a daily basis.

The citizens of Harford County supported your campaign efforts. It is disheartening to know that you
have chosen to give your support to Wal-Mart instead of the thousands from Harford County that chose
to support you.
