Governor Hogan,

Two years ago the SHA denied Wal-Mart's request for access to RT 924 in Bel Air. The SHA was
intimately familiar with this request and its comprehensive review determined that the traffic generated
by a 189,000 sq. ft. supercenter would place a significant burden on the road system. It was therefore a
shock to find that on Inauguration Day, you reversed a decision in which you were not nearly as versed
as the previous administration. It is also disturbing that with the myriad of tasks involved in assembling
and organizing a new administration that reversing the SHAs decision would find itself as a top priority.
One cant help but think that on January 21, 2015 a favor was returned to Wal-Mart.

The citizens of Bel Air have fought hard for nearly three years to prevent Wal-Mart from relocating to RT
924. Your disingenuous intervention has effectively opened the door for this unwelcomed super center.
Thank you, Governor. We in Bel Air staunchly supported your election but it is apparent that your
allegiance is held elsewhere.
