This regulation updates the Free-dom of Information Act Program in accord-a n c e w i t h t h e F r e e d o m o f I n f o r m a t i o nReform Act of 1986. The Reform Act re-qui re d age nc y pr omulgati on of re gulat io ns
specifying a uniform schedule of fees andguidelines for determining waiver or reduc-tion of such fees. The regulation conformswith the Office of Management and Budget’s(OMB’s) Uniform Freedom of InformationAct Fee Schedule and Guidelines and is pub-lished pursuant to the Freedom of Informa-tion Reform Act of 1986 (PL 99-570, 5 USC552(B)); section 954 of the National DefenseAuthorization Act for fiscal year 1987 (PL99661, 10 USC 2328), as amended by theDefense Technical Corrections Act of 1987(PL 100-26). It includes all of DOD 5400.7-R dated July 1989 except for appendixes Eand F.
This regulation applies to theActive Army, the Army National Guard, theU.S. Army Reserve , and org anizations f or
which the Department of the Army is theExecutive Agent.
P r o p o n e n t a n d e x c e p t i o n a u t h o r i t y .
The proponent of this regulation is the Direc-tor of Information Systems for Command,C o n t r o l , C o m m u n i c a t i o n s , a n d C o m p u t e r s(DISC4). The DISC4 has the authority to ap-prove exceptions to this regulation that areconsistent with controlling law and regula-ti on. T he prop onent may del egate the ap-
pr oval a u t ho r i t y, in wr i t i ng, t o a div i sio n
c h i e f w i t h i n t h e pr o p o n e n t ag ency i n t h e
grade of colonel or the civilian equivalent.

This regulation contains management controlprovisions in accordance with AR 11-2 andcontains checklists for conducting manage-ment control reviews.
