consistentwithacceptedtechnicalpractices.I
cannot
agree
that
it
is
an
acceptedtechnicalpractice
run
aprogram
that
submits
multipleimproperrequestatoa
server
over

overagain,evenwhen
error
messages
are
generated
andreturned
toyou.Yourprogramadverselyaffected
the
reindexingof
our
databases
toincorporatenew
data
and
slowedtheresponsetimeto
other
users.

oneisquestioning
your
legal
right
tore-disseminateuncopyrightedgovernmentinformation,
but
I
am
informingyouonce
again
that
the
method
that
you
are
usingtoobtain
that
data
is
notpermittedunderthe
GPO
Access
