you
can
clearlysee,yourIP
addresswas
sending
multipleimproper
requests
fordocumentstothe
CongressitmalRecord
database.Thereare
atotalof

requests
submitted
just
duringthe
onesecondidentified

pattern
is
representative
of
the
requests

timesover
several
days.Youalso
state
that
your
useofthe
GPO
Access
service
IS
consistentwithacceptedtechnicalpractices.I
cannot
agree
that
it
is
an
acceptedtechnicalpractice
run
aprogram
that
submits
multipleimproperrequestatoa
server
over
and
overagain,evenwhen
error
messages
are
generated
andreturned
toyou.Yourprogramadverselyaffected
the
reindexingof
our
databases
toincorporatenew
data
and
slowedtheresponsetimeto
other
users.
No
oneisquestioning
your
legal
right
tore-disseminateuncopyrightedgovernmentinformation,
but
I
am
informingyouonce
again
that
the
method
that
you
are
usingtoobtain
that
data
is
notpermittedunderthe
GPO
Access
sub8Criptionagreement.

method
is
more
directly
comparable

violation
of
the
GPO
Access
subscription
agreement
whichclearlystates:

and

use

and

the
