The park was gifted to the people of Dunfermline by Andrew Carnegie for the recreation of the people in perpetuity. The custodians of the gift the Carnegie Dunfermline and Hero Fund Trustees are seeking to dispose of parts of the park as they are short of cash. The Trust went behind the peoples back and changed the terms of the Royal Charter that governs their activities to allow them to sell or lease off parts of the park.
