In December 1985, Surgeon General C. Everett Koop issue a widely-reported Public Health Statement urging first aid organizations to endorse the Heimlich maneuver over other choking rescue methods, claiming those methods were "hazardous, even lethal." By doing so, Koop interfered in an ongoing debate regarding the best method to treat choking victims.
