The tools and technologies that put open government and Gov 2.0 within reach are already at your fingertips.These technologies, however, require new thinking and processes. To help you craft a Gov 2.0 strategy andmake the most of the available tools, this checklist offers planning, deployment, and security considerations.
Planning
Start by carefully defining your goals for a Gov 2.0 rollout. Thetenets of open government encompass improved transparency,public participation, collaboration, and more. Clarifying goals atthe start helps ensure that you identify the right tools later.Identify the business improvements and benefits you expectfrom Gov 2.0.
 
List inter- and intra-agency objectives, such ascapturing institutional knowledge, increasingcollaboration, or sharing information.
 
List public-facing objectives, such as providing citizenswith transparency into agency activities or supportingcommunity involvement.Determine and prioritize goals, and then use them todefine initial and subsequent phases of your rollout.Identify and prioritize the social media activities thatsupport your goals.Assess technology requirements.
 
Identify products and technologies already in placeand integrated with existing business processes thatyou can use or extend to implement Gov 2.0.
 
Determine whether publicly available social mediatools will address some of your goals.

Deployment
Choosing the tools to deploy in your Gov 2.0 rollout requiresresearch
you want a return for your investment and the bestfit for your agency. And make sure your team gets the supportit needs to embrace new social priorities.
 
Determine whether you will deploy Gov 2.0 capabilitiesinternally, externally, or both.
 
Identify integration points between internal andexternal capabilities.
 
Identify external integration points and requirements.Review technology requirements and funding, if needed,for each phase of your plan.Research Gov 2.0 technologies to find those that canaddress your technology gaps. (See sidebar on page 2.) Determine what you already have and the technologyinvestments you need to make to enable Gov 2.0.
