This article discusses the impact of U.S. environmental regulations and liability issues in accelerating the export of U.S. refining capacity. Written in the early 1990s, the author depicts the unintended consequences of the loss of U.S. refining capacity and the subsequent increased dependence of importing foreign sources of clear energy products as small, inefficient U.S. refiners were forced to close.
