It evaluates the environment for foreign investors and some of the major challenges facing those who want to do business in Russia and the Republics. The author lays out a blueprint of how these countries can do more to increase outside investment in their energy sectors, including reasonable petroleum legislation and a fiscal framework governing oil and gas exploration and production.
