This article addresses the energy demand and capital requirements of the Pacific Rim region in the 1990s. The author provides an overview of the energy supply and demand balance in the region, including analyses of oil, coal, natural gas, nuclear power, nonconventional sources, and hydroelectricity. Six forms of financing energy projects are presented: government financing, financing by multinational agencies, private-sector equity and debt financing by banks, domestic and international project financing, joint-venture arrangements with foreign crude-oil suppliers, and concession participation.
