To provide that the delivery vehicle fleet of the United StatesPostal Service be replaced by electric motor vehicles.
 Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Postal Service Electric
4
Motor Vehicle Act’’.
5
SEC. 2. FINDINGS.

Congress finds that—

2(1) Postal Service delivery vehicles which oper-
1
ate using gasoline have an average fuel economy of 
2
8 to 12 miles per gallon;
3
(2) the Inspector General of the United States
4
Postal Service recently estimated that, for each de-
5
livery vehicle converted from gasoline to electric, the
6
Postal Service would save approximately $1,500 in
7
fuel costs each year;
8
(3) 97 percent of Postal Service delivery routes
9
are less than 40 miles long; and
10
(4) it is in the national interest to reduce Amer-
11
ican dependence on foreign oil and to support do-
12
mestic automobile manufacturing.

SEC. 3. REQUIREMENTS.

(a) I
N
G
ENERAL
.—The Postmaster General shall—
15
(1) during each year in the 5–year period be-
16
ginning on the date of enactment of this Act, replace
17
at least 10 percent of the gasoline-powered motor ve-
18
hicles in the Postal fleet with electric motor vehicles;
19
(2) take such measures as may be necessary to
20
ensure that, by the end of the 5-year period de-
21
scribed in paragraph (1), at least 75 percent of the
22
Postal fleet is comprised of electric motor vehicles;
23
and

3(3) carry out the preceding provisions of this

subsection, in coordination with local electric dis-
2
tribution companies, in a manner consistent with the
3
goals of—
4
(A) maintaining electric grid reliability;
5
and
6
(B) minimizing charging costs of electric
7
motor vehicles in the Postal fleet.

MERICAN
.—Notwithstanding any other
9
provision of law, electric motor vehicles acquired to carry 
10
out this Act shall be electric motor vehicles manufactured
11
in the United States. The Postmaster General shall ensure
12
that manufacturers of electric motor vehicles so acquired
13
solicit competitive bids for electric drive components and
14
storage devices from domestic manufacturers that partici-
15
pate in the Department of Energy’s Electric Drive Vehicle
16
Battery and Component Manufacturing Initiative (or suc-
17
cessor program, as determined by the Postmaster General
18
in consultation with the Secretary of Energy)..

(c) O
 VERSIGHT
.—Not later than 30 days after the
20
end of each fiscal year, the Postal Service shall submit
21
to the Postal Regulatory Commission a report that in-
22
cludes a detailed accounting of the expenditures made,
23
savings realized, and revenues received by the Postal Serv-
24
ice pursuant to this section. Within 90 days after receiving
25
