Moosa, “Some Empirical Evidence on Cyclical Behavior of Oil Consumption.” This paper investigates the cyclical behavior of oil consumption in two major countries and a number of country groups using post-World War II historical data. The results show that the consumption of oil is strongly procyclical except for members of the Organization of the Petroleum Exporting Countries.
