 The developments of population public policies in the last decades in Colombiaqualify the processes of attention to governmental institutions make in order toattend the disfavored economical and social conditions that some social groups face, between them the youth. In this sense, Valle del Caucs government hasanticipated multiple efforts that allow improving the life conditions of differentsectors that are affected by phenomena such as poorness and social exclusionsuffered in the region. In the isolated case of the youth , important actions orientedto guarantee their wellness have Ben started, from focuses that are oriented toconsider the Young people as leading actors of their development, , idea that wasstrengthened by the making of youth public policy departmentIn this document some relevant aspects of the mentioned experience regarding itsformulation, implement and institutional evaluation during the period 2005 – 2009are presented.
Political and social context of the experience
Valle del Caucs Young people has deserved especial attention by thedepartmental administration, especially by Social Development Ministry where hasbeen developed different strategies and programs oriented to guarantee theirwellness making progress in the institutional view overcoming the notion of the Young as a risk, strengthening their participation in distinct spaces and sceneriesand noting down on the diaries the necessity of making a public policy.Following this planning , in 2005 the administration leaded , through a participativeexercise, the formulation of“ Valle del Cauca´s Young people Public Policy (VYPP)”initiative which contributed to the public debate on the matter and strengthen theprocesses of social intervention that are anticipated by, from and to the youngpeople in Valle del Cauca. The policy opened channels of social participation basedon the principle of collective decisions, which should be explained, discussed andargued.From this view, the situation of Young people was analyzed and principles,objectives and lineaments of the policy and Strategic Plan 2005 – 2015 were made.In this process of making, around 2500 young people from 42 local authorities of the department participated through methodological exercises related to socialpublic policies which motivated their participation and training around mattersrelated to the exercise of social public policies. The policy counts on a generalframework that supports and orientates the process of implement.
¿What was consolidated at the end?
 To conclude, a scheme that sums up the principles, objectives and foundations of this policy is presented and that condense the group work that the distinct actorsdeveloped during its formulation.

Favour and guarantee the integral education.

Guarantee the right to the culture, the access tosport sceneries and massive recreation.
Promote processes of knowledge and research
Integrate the Young people in the processes of regional economical development.
Promote and consolidate a system of information and communication for the youtheconomical development. .
Prepare, train and qualify the young people toinvolve to the economical developmentdepartment.
Promote strategies of sub regional economicaldevelopment binding to the youth population.
Promote the social responsibility of all theactors involved in the development economicaldepartment..

Boost and strengthen the Young  people´s cultural identities.
Promote and qualify the artistic training
Strengthen the massive access to theculture.
Articulate the youth cultural expressionsto processes of cultural industry.
 Activate the regional, intersectorial and interinstitucional integrative sceneries for the management of youth interventions.
Strengthen this work in the planning, executionand evaluation of youth actions articultated bythe local Authorities.
