She was living a foster home and was in frequent Contact wth medical professionals including an infant development program and public health nurse. tsabell was Snifcanty delayed in her gross motor skis. She was abe to st up and tum over, but could not wak or stand tnasssted. When isabella walked with assistance (le, Using a sto} for support) she frequently stumbled and fl Isabella was assessed in November, 2012, and her behavior and skls were noted to have regressed, Shewas described tr being very withdrew, would not mobilize on her own, didnot make any vocalizations, and was refusing to at Referrals were made for specialized assessments tobe completed; however, they di not occur because sabel’s condition was showing signs of improvement. Forapproximately one week piar to March 16, 2023, bella was experiencing cold tke symptoms including & runny hose, coughing and wheeaing, and loss of appetite. A comforter was draped over {he top ofthe erb to block out the light. At 1800 hours, attempts were made to rouse isabella for dinner. She was found tobe lying on ber stomach with the comforter completely covering her body, incuding her head, Isabella was ‘unresponsive and not breathing. It was estimated thatthe fractures ofthe eft arm occurred weeks to months prior to sabella’s death, Where and how the fractures occured could not be explained, txamination ofthe beain found cerebral sweling with congestion and edema.
