Mendham Township (1419)
Introduction
This municipal chapter is an element of the Morris County Wastewater Management Planprepared by the Morris County Department of Planning and Development in accordancewith N.J.A.C. 7:15.Settled in the early 1700's by forge workers, farmers, miners, and shoemakers andincorporated in 1749, Mendham Township was the home of many tradesmen. DespiteMendham's post-Civil War economic decline, farming continued throughout the 20thCentury. Today the township is predominately a rural residential community with quainthistoric hamlets such as Ralston and Brookside.Mendham Township is located in the southern portion of Morris County and encompassesapproximately 18.0 square miles. About 30% of the Township consists of protected openspace and recreation areas. The remaining land within the Township consists mainly oflower density residential uses. The Township zoning designations are shown on Map 4M.The Census Bureau estimates Mendham Township had a population of 5,503 in 2008. Thepopulation has seen steady growth of two percent (2%) since 2000.Following are some important considerations for this municipality with respect towastewater management planning:
 
Mendham Township is considered a non-urban municipality.
 
The municipality is located entirely within the New Jersey Highlands (Highlands)Planning Area.In this document the following terms are used frequently:
 
EDUs – Equivalent Dwelling Units- a measure where one unit isequivalent to wastewater effluentfrom one dwelling unit. NJDEPdefines a dwelling unit to meanany building or portion of abuilding, permanent or temporary,used or proposed to be used as aresidence either seasonally orthroughout the year. Most often,EDU is used in reference to asingle family home.

GSA – General Service Area –represents the area to be served byresidential septic systems. NJDEPrefers to septic systems asdischarges to groundwater with adesign capacity of less than 2,000gallons per day.

NDM - Nitrate Dilution Model –The NDM) is required by NJDEPand follows the calculationsmethodology developed by theNew Jersey Geological Service(NJGS). The NDM uses the soiltype to estimate the minimum lotsize needed to provide enoughrecharge to dilute nitrate to aspecified target. This method isintended to be a guide forestimating the impact of nitratefrom septic tanks on groundwaterquality. The NDM uses theminimum lot size to calculate thenumber of EDUs possible for agiven area.
 
Non-discharge areas - areas whereadditional wastewater generationand/or discharge are prohibited.
 
SSA – Sewer Service Area –represents the area to be served bya centralized treatment facility.
 
STP – Sewage Treatment Plant
 
SW – surface water
 
WMP – Wastewater ManagementPlan
 
WPCF – Water Pollution ControlFacility

Existing Infrastructure
Mendham Township has only a small amount of collection and conveyance facilitiesassociated with the Mendham East WWTP and Mendham West WWTP. Wastewatertreatment for most of the Township is by onsite discharge to groundwater (i.e. septic)facilities.There are no major wastewater treatment facilities located within Mendham Township.Tables 1a and 1b include additional minor facilities in Mendham Township that areregulated by the NJDEP and have individual New Jersey Pollutant Discharge EliminationSystem (NJPDES) discharge permits. Table 1a shows facilities that are indicated as dischargeto groundwater (DGW). There are no minor facilities indicated as discharge to surface water(DSW) in the municipality. However, Table numbered 1b is reserved for such facilities ifthey are noted in the future.Table 1a lists all NJPDES permitted facilities located within Mendham Township.
