Re: Proposal for a regional 287(g) detention in Upstate South Carolina.

Assistant Myers,

As you are no doubt aware. illegal immigration has turned into a hot topic of late
across the counlry. and in South Carolina. Citizens have quite rightfully asked why more
is not heing done to stem the tide of persons whose very in the country is
indicative of a national security problem. Our lhal on the
local level. there is a limit (0 what we can accomplish which will positively impact this
national problem. However, we owe 11 to the to do all we can within (he bounds
of the law om resources to help.

We haw been in contact with from the Atlanta office.

to especially to you to assist us in this endeavor.

attended a meeting here with provided us with

What we propose is a regional or

detention program composed trained
officers from the Pickens County Office, the Anderson County Office.
and the County Sheriffs Office. Under what \ve envision, each agency vliauld
have officers trained to illegals that are brought into our respective detention
facilities on other charges into system. The processing center would be at a
ccntra1i7.ed location, and there is a large room located at the Pickens County Detention
which should be more than adequate for this purpose. Each would hOllse.
on a short-term. temporary basis. its ovm illcgals alter their state level were
resolved. and thereafter transport these subjects to your long-leml facilities in either
or Charlotte (the would probably be Atlanta). We have among
uurselves to alternate transportation responsibilities our agencies. It is our
underslanding that reimbursement 11 be provided to each housing and
transportation expenses.
We are to know whether il would be possible to trained from
at a location that would be a bit morc feasible for us than or Florida.
to officers per attend the detention level training if the
proposed regional 287(g) program is acceptable. There are facilities at hi-County
Technical College. and al the Pickens County and Oconee County Sheriffs Offices,
which would seem to be perfect [or such a training course. Rather than our agencies (or
the tedeml government. depending upon any applicable reimbursement) paying for hotel
rooms for 1 people over a four-week period, it would seem to make more economic
sense for the course instructors to travel here and have expenses covered. We are
happy to assisl in arranging for suitable training facilities if this ls an option.

! and the officers from the Anderson, Oconee, and Pickens County Sheriffs
Offices look forward to \"()rkin~ with you and your designees to successfully bring to
fruition the first regional 287(g} progrrun in this area. Should you desire any additional
preliminary information concerning our proposal at this stage,
conmcl Counsel Michnel D. Owens at (864) or
at (864)

Best regards,
. J
