Employment History

Program Specialist • USAID • 02/2008–Present


Realizing the mission of USAID: To serve as the U.S. governments primary
instrument for human advancement in promoting security and reducing poverty
in the developing worldby catalyzing the full range of Americas public and
private capabilities and resources, and linking those resources effectively with
the governments and people we serve, through world-class, on-the-ground
presence. I came to the agency anxious to see how my specific job duties would
fit into the grand scope of this broad mission statement. As program specialist
in the Information and Records Division I quickly learned that my involvement
and any impact that I would have upon this mission statement would be
primarily in the area of support. As client liaison to our Latin American
missions I am responsible to provide assistance and expertise in the area of
Records Management to our Records Management staff serving in various
missions in the Latin American region. Initially performing task in this area
under the close supervision of my team leader Cynthia Staple I am now working
independently in responding to various phone inquires and emails from missions
with questions regarding the management of their records. I have responded to
roughly ten email request with solutions, and to date I have no pending
unresolved issues. My primary area of oversight is that of managing the
Information and Records Division Electronic Records program. After
completing required training for CTO certification I was assigned in May 2008
as CTO for our electronic records contract, the contractor is DKW
Communications Inc. Since assuming the management of this contract I have
initiated efforts to obtain space on the agencies DeVnet server for piloting an
electronic records application. Responding to NARAs requirement to have all
electronic systems throughout the Federal Government scheduled by October of
2009 I am overseeing the efforts of the Electronic Records team to obtain the
required forms to turn into NARA. We have received eleven Form 502s and
have submitted two Form 115s to NARA for scheduling. To date we also have
four Form 115s that are near completion, upon which they will be reviewed by
myself and management in IRD and than forwarded to NARA. In managing the
electronic records contract one of my first major actions was to reduce the staff
on the contract from five full time contractors to four full time contractors. This
decision was made in view of the fact that (1) the position had been vacant for
four months and the task to be performed by this position were being
accomplished by other members of the team including the CTO, (2) The
elimination of one deliverable from the contract-the revising and producing of
100 compact disk (3) The time commitment and other preliminaries required to
bring another the potential employee up to the point where he would be able to
fulfill the requirements of the position would just not be in the best interest of

the contract. The funds saved by the elimination of this position may be utilized
in others areas of the contract.

I am part time Faculty in the Business and Continuing Education Department of
Baltimore City Community CollegeI teach all five subjects which are required to
obtain the General Education Diploma. The subjects I teach are Math, Science,
Social Studies, Language Arts, and Essay.I have received admiration and
appreciation from my students for the care and dedication I consistently
demonstrate before them. Two of my students have successfully achieve the
GED Diploma. My class sizes have averaged among the largest in attendance
on the campus.

Division. Granted authority by Bureau of Public Dept for the past four years to
perform various COTR functions, such as endorse task orders and order office

110 Government Agencies throughout the United States. Currently the senior
member on Document Automation team and I am often consulted for advice and
expertise in area of contracting Recently commended for saving reconfiguring
customer inventory resulting in a savings of $1000.00 monthlyPerformed
procedures in all phases of acquisitions and have been involved in the process of
placing over 5000 copiers, and various office products in over 110 Government
agencies.Recently the Program Manager of my department was deployed to Iraq
for three months and I performed the functions of his position. I received an

much for the extra lengths you have gone to in providing the customer with all
the proposals he has requested. As you know, he has requested every

My job entailed preparing many proposals, task orders, quotes and spread
sheets. As I prepared these various documents, I processed and generated task
orders within an acquisition data system designed for Government procurement.
I prepared documents that were compliant accurate and complete and because of
this I received a raise twice a year each of the three years I served as contractor.
When Federal positions became available I was one of three in an office of 18
contractors who applied to be selected. FedSource implemented a new Data
system replacing the previous Stars system, and I quickly learned and trained
new contracting staff to work in new data system. With this new system also
came new procedures, new forms and other change which I quickly learned and
processed many orders placing 5000 copiers and other office products at over
100 different Government agency sites.

Chaplain • Baltimore Rescue Mission • 09/1986–04/2001


My responsibilities included spiritual counseling, serving homeless men, many
with substance abuse conditions and accompanying problems-mental illness,
antisocial behavior, medical concerns, etc. In addition I performed various
activities that contribute to the function of the mission, such as driving mission

van for various pick-ups of donated items, daily Bible study, Preaching, Public
Relations, management of client files, and being always on call for mission
needs. I served in this capacity for 15 years, and during this time I received a
raise almost every year I was employed. At this time I often see the men who
resided at the mission and many comment to me that I was a big help to them
and they wish I could return.

Security Communications Officer • Broadway Services • 05/1976–09/1986


Performed routine security patrol of Johns Hopkins Hospital mega complex,
with the objective of being a deterrent to any situation which would hinder the
normal and efficient flow of hospital operations. I did basic office work in the
communications office which involved dispatch over security radio system,
typing, filing, and key distribution. I also supervision of 60 security officers
positioned throughout the hospital multiple facilities.
