The FCC conducted a survey o 5,005 Americans in Octoberand November 2009 in an eort to understand the state o  broadband adoption and use, as well as barriers acing those who do not have broadband at home. The main indings are: 
78 percent o adults are Internet users, whether thatmeans broadband, dial-up, access rom home or accessrom someplace other than home. 
74 percent o adults have access at home. 
67 percent o U.S. households contain a broadband user who accesses the service at home. 
65 percent o adults are broadband adopters. The dis-crepancy o two percentage points between householdand individual home use is because some survey respon-dents are nonbroadband users but live with someone who, at home, is. 
6 percent o Americans use dial-up Internet connectionsas their main orm o home access. 
6 percent are Internet users but do not use it rom home;they access the Internet rom places such as work, thelibrary or community centers.For the purposes o this report, home broadband users arethose who said they used any one o the ollowing technologiesto access the internet rom home: cable modem, a DSL-enabledphone line, ixed wireless, satellite, a mobile broadband wire-less connection or your computer or cell phone, iber optic,T-1. In other words, home broadband users opt in to that classi-ication through a survey question not by adhering to deinitiono broadband by speed that might be read to them.

46 percent o adults whose highest level o education isa high school degree are broadband users at home; 82percent o adults who have attended or graduated romcollege are broadband users at home. 
52 percent o Americans in households with annualincomes o $50,000 or below have broadband at home,compared with 87 percent o those in households withincomes above that level. 
Among low-income Americans—those whose annualhousehold incomes all below $20,000—broadbandadoption stands at 40 percent.

59 percent o Arican-Americans have broadband athome. 
49 percent o Hispanics (English and Spanish speaking)have broadband at home. 
For Hispanics who took the survey in Spanish, broad- band adoption is only 20 percent. 
For Hispanics who opted to take the survey in English,65 percent have broadband.These igures represent increases rom levels registered insurveys conducted in early 2009 by the Pew Research Center, which ound in April that 46% o Arican Americans and 40%o Hispanics (English and Spanish speaking) used broadbandat home.

The FCC survey asked adults a series o six questions todetermine whether a respondent should be classiied as havinga disability. Nearly one-quarter (24 percent) responded “yes”to at least one o the questions, indicating they have a disability;their broadband adoption rate is two-thirds the national aver-age. Looking at the data dierently, 39 percent o all Americans without broadband have some type o disability.

Nearly hal (48 percent) o senior citizens are Internetusers, regardless o connection type.

When asked the level o their monthly Internet bill, to thenearest dollar, broadband users, on average, cited a igureo $40.68 
Most users (70 percent) receive broadband bundled withother services. O these, 50 percent could speciy their bundled monthly price: $37.70.
