Luleå Living Lab Pilot
 A warm welcome to the Kulturens Hus (House of culture) in Luleå,the northern metropolis of Sweden and cultural town district of 2007.
In the spring of 2005 the rst sod was cut and in January 2007 the
opening took place. House of culture is Luleå’s new meeting place,completing the image of Luleå as a town where cultural expressionsgather under the same roof, cross-fertilize each other and give thevisitors experiences above what was earlier possible. With 13.900square meters of public area and 6.000 square meters of garagearea, in 2008 the building with 80 persons in its staff has received564.231 visitors.
The building a a Library, Concert Hall, Restaurant, Café, Art Gallery,Tourist Agency, Conference and Ofce areas. The selected roomsfor the SAVE ENERGY pilot are the restaurant, ofces and entrancedoors. The building is equipped with a completely new state-of-the-art energy management systems controlling the environment forevery room of the building.The house of culture is connected to the district heating systemand district cooling system which works with the nature, using coldwater from the river. The heat dump is located in the town bay.The build has a high level energy management system but aimsto achieve more energy savings involving and promoting users’ 
awareness. The Luleå pilot team divided the building into different
improvement areas that were equipped with the necessary Smart
Metering equipment.
The total energy consumption is measured for the whole house.
There are four areas selected for testing. These are the restaurant,
two separate sections of ofce rooms and the main entrance doors.For the restaurant, electricity, temperature, hot and cold waterconsumption (energy) is measured. For the ofces electricity is
measured. For the entrance doors the user behaviour is measured
directly by counting the number of persons using the “open door
button” or not.For the entrance doors the measurement of user behaviour changes
is achieved in three steps. Step one was measuring the “old” wayof using the entrance doors. In step two a text saying “please helpus save energy” is introduced. In step three ICT technologies areintroduced to “support” the user taking the “right” decision.The creation of awareness and change of behaviour by the usersof the Luleå pilot is also driven from the Serious Game and theestablishment of the Living Lab methodology. A Living Lab was
created at the pilot premises and thus being an active environment,where the users of the pilot contribute to the co-creation of 
innovative solutions and motivate themselves to change their energy
consumption behaviours.

Energy consumption measurements at Kulturens
Hus are being collected using a Saber based
solution system and an MbusMaster system,both developed by KYAB Luleå AB. The differentmetering devices were interfaced with MBus, usingan MBusMaster acting as a hub. The MbusMaster
interfaces several metering devices, connecting
them to the Saber system via RS485 interfaces,i.e. ModBus/MBus.The data collected by the Saber system is stored inits local database and forwarded every minute (or
whenever there is internet connection available)to the Saber Web Portal. At the Saber Web Portal,the data is stored into a secured database. The
web portal provides a user friendly interface forremotely viewing and understanding the data as
statistics, graphs and comparison trends.The data is also feed back to Kulturens Hus into
computer integrated 15” and 42” LCD displayswhich show a simple to understand, user friendly
and graphical representation of the pilot’s
progress in lowering energy consumption at thebuilding. The presentation is not only viewed byon site building staff, but also by the visitors and
customers of Kulturens Hus, who have access toit. Furthermore, the data collected at the buildingis also forwarded to the ISA central platform
service to be used by end-user services, namelySerious Games.
The metering devices installed at Kulturens
Hus allow the collection of data on electricityconsumption at the restaurant and the two ofce
spaces, air temperature and hot and cold water
consumption at the restaurant areas. Additionally
the use of the building’s main entrance doors ismonitored, which has great impact in maintaining
the building’s internal temperature, especially
considering the northern Sweden’s cold weather.

Leiden Living Lab Pilot
The key objective of the Leiden Pilot is to improve the energyefciency at a public house hosting a variety of public services for thelocal communities. The Leiden City Hall building is owned by the cityof Leiden. The pilot provides information on energy use in a limitednumber of ofces in the building during a period of about a year whileproviding feedback to the participating employees. An indication isobtained about the cost effectiveness of the method and the energy
savings that can be obtained, aiming at demonstrating the use of 
ICT for energy savings in public buildings and spaces through user
behavioural changes.
Savings can be attained on the use of electricity (lighting, computers,and appliances), heating and cooling. During the experiment a test isconducted for the hypothesis that energy consumption behaviours of employees can be changed by providing them with current informationabout the energy used at their desk and in their room. Indications arealso obtained about the amount of energy that can be saved using
this approach.
The Leiden pilot is carried out in ve ofce rooms of the Leiden CityHall building. These rooms vary in size, location, equipment, numberof desks, persons and the type of activity. For every pilot room there isone reference room that is very similar. Employees participating in theve pilot rooms get “real time” information about their energy usage.
The reference rooms are used to provide comparative reference data
and its employees do not get any information about their energyusage. This allows testing the hypothesis that providing informationcan change personal energy consumption behaviours.The light in the rooms can be controlled by two or four switches bothfor two sets of uorescent tubes at the same time. Rooms havevenetian blinds that can be opened and closed manually. The roomshave two windows that can be opened or closed by the employeesand two hot water radiators adjustable by them, one radiator has a
thermostatic control valve, and the other has a manual valve.
Both electricity usage and heating required for each room aremeasured; personal electricity usage per desk, e.g. by computers,screens and desk lamps, electricity usage per appliance in a room,e.g. by lighting and other room-specic devices like coffee machinesand printers, heating energy supplied to the room by each hot water
radiator is estimated from the radiator surface temperature and roomtemperature.
Employees can inuence the energy consumption by; switching lightsor equipment on/off, opening or closing the manual radiator control
valve, changing the set point of the thermostatic valve, opening or
closing windows, opening or closing doors, and by adjusting thevenetian blinds. During the experiment and in consultation with theemployees decisions are made to place extra sensors to evaluate if extra information might help the user to save more energy.
