Jose Jesus Rodriguez-Quezada (\u201cPlaintiff\u201d), a federal prisoner currently incarcerated at the Federal Correctional Institution in Greenville, Illinois, and proceeding pro se, has filed a civil rights action pursuant to 42 U.S.C. \u00a7 1983.
Effective April 9, 2006, all parties instituting any civil action, suit or proceeding in a district court of the United States, other than a writ of habeas corpus, must pay a filing fee of $350.See 28 U.S.C. \u00a7 1914(a). An action may proceed despite a party\u2019s failure to pay only if the party is granted leave to proceed in forma pauperis (\u201cIFP\u201d) pursuant to 28 U.S.C. \u00a7 1915(a).
