Foreword
Hydro-climatic disasters are responsible for the serious disruption of thefunctioning of a society or community and widespread human, material orenvironmental losses. These disasters and the communities exposed to themmay be expected to climb with increased climate variability as a result of climatechange. Tragically, the span of attention given to hydro-climatic disasters is oftenshort, probably because the disaster events continue only for a short while, andas the memory of disaster events fades, so does the urgency for disaster riskreduction strategies.An increase in the frequency of disasters and the associated financial costs, isputting pressure for improved measures, tools and approaches to assess andmitigate disaster related risks. Disaster risk reduction aims to minimise disasterlosses in the short-term and provide measures for prevention in the longer-term.The main objective of this training material is to build the capacity of watermanagers and others to develop strategies for coping with hydro-climaticdisasters such as floods and drought within the context of water resourcesmanagement. An added expectation is improving the resilience of vulnerablecommunities’ and reducing the impact of extreme events.Implementation of an appropriate strategy at national level and operational levelsis also a focus of the manual. The content of the training manual appreciates thatthe lead role for disaster risk management will most likely be the responsibility ofa different agency than the one responsible for water resources management.This highlights the need for collaboration and coordination between disastermanagement and water management alongside other affected sectors.The manual builds on international experience in disaster mitigation by the UnitedNations Office for Coordination of Humanitarian Affairs (UNOCHA), the UnitedNations International Strategy for Disaster Reduction (UNISDR) and the Cap-NetGlobal Network. It’s development is an initiative of the Kenyan branch of the NileCapacity Building Network for Integrated Water Resources Management, NileIWRM Net.The training manual, PowerPoint presentations and suggested web readings arefreely available for use, adaptation and translation as desired and can bedownloaded from the Cap-Net website or requested on CD (which will include allresource materials).
