thesameagefromconsumingalcoholorsmokingcigarettesonthebasisthattheyarenotwiseenoughtomaketheproperdecisionabouttheir
lives;
Failure
of
thestatetobantheexecution
of
juvenileswhenthepre-frontalcortex
of
thebrain
of
ajuvenilemaybe
no
betterdevelopedthanonewhosuffersfrommentalretardation;Failuretorequirethatprior
to
execution,therebesomefindingthatdefendant
has,
infact,beenacontinuingthreattoprisonsocietyandthatunlessexecuted
he
willcontinuetobeacontinuingthreattosocietyandthatnomitigatingcircumstanceshavearisen.Even

anindividualisguilty
