UNDANG-UNDANG REPUBLIKINDONESIANOMOR 7 TAHUN 1996 TENTANGPANGANDENGAN RAHMATTUHAN YANG MAHA ESAPRESIDEN REPUBLIK INDONESIA
,Menimbang :a.
 
Bahwa pangan merupakan kebutuhandasar manusia yang pemenuhannyamenjadi hask asasi setiap rakyatIndonesia dalam mewujudkan sumberdaya manusia yang berkualitas untuk melaksanakan pembangunan nasional ;b.
 
Bahwa pangan yanag aman, bermutu,bergizi, beragam, dan tersedia secaracukup merupakan prasyarat utama yangharus dipenuhi dalam upayaterselenggaranya suatu sistem panganyang memberikan perlindungan bagikepentingan kesehatan serta makinberperan dalam meningkatkankemakmuran dan kesejahteraan rakyat ;c.
 
Bahwa pangan sebagai komoditasdagang memerlukan dukungan sistemperdagangan pangan yang jujur danbertanggung jawab sehingga tersediapangan yang terjangkau oleh daya belimasyarakat serta turut berperan dalampeningkatan pertumbuhan ekonominasional ;
ACT OF THE REPUBLIC OFINDONESIANUMBER 7 OF 1996 ONF O O DBY THE GRACE OFGOD ALMIGHTYTHE PRESIDENT OF THE REPUBLICOF INDONESIA,
Considering :
a.
 
That food constitutes a basic humanneed, of which the fulfillment is afundamental right of each Indonesianpeople, in the realization of qualityhuman resources to carry out thenational development ;
 b.
 
That sufficient availability of safe,nutritious and quality food is a mainpre-requisite, which must be met in theeffort to arrange a system whichprovides protection for the purpose of health and to play a larger role inincreasing the prosperity and welfare of the people ;
 
c.
 
That food as trade commodity requiresthe support of an honest andresponsible food trading system so thatfood would be available which iswithin reach of the purchasing power of the community and to participate in therole to increase the national economicgrowth ;

Bahwa sehubungan denganpertimbangan pada butir a, butir b danbutir c, serta untuk mewujudkan sistempengaturan, pembinaan danpengawasan yang efektif di bidangpangan, maka perlu dibentuk Undang-undang tentang Pangan ;Mengingat :Pasal 5 ayat (1), pasal 20 ayat (1), pasal 27ayat (2) dan pasal 33 Undang-undangDasar 1945

BAB IKETENTUAN UMUMPasal 1
Dalam Undang-undang ini yang dimaksuddengan :1.
 
pangan adalah segala sesuatu yangberasal dari sumber hayati dan air, baik 
CHAPTER 1GENERAL PROVISIONSArticle 1
In this Act referred to as :1.

yang diolah maupun tidak diolah, yangdiperuntukkan sebagai makanan atauminuman bagi konsumsi manusia,termasuk bahan tambahan pangan,bahan baku pangan, dan bahan lainyang digunakan dalam prosespenyiapan, pengolahan, dan ataupembuatan makanan dan minuman ;2.
 
pangan olahan adalah makanan atauminuman hsil proses dengan cara ataumetode tertentu dengan atau tanpabantuan tambahan ;3.
 
sistem pangan adalah segala sesuatuyang berhubungan dengan pengaturan,pembinaan dan atau pengawasanterhadap kegiatan atau proses produksipangan dan peredaran pangan sampaidengan siap dikonsumsi manusia ;4.
 
keamanan pangan adalah kondisi danupaya yang diperlukan untuk mencegahpangan dari kemungkinan cemaranbiologis, kimia dan benda lain yangdapat mengganggu, merugikan danmembahayakan kesehatan manusia ;5.
 
produksi pangan adalah kegiatan atauproses menghasilkan, menyiapkan,mengolah, membuat, mengawetkan,mengemas, mengemas kembali danatau mengubah bentuk pangan ;6.
 
pengangkutan pangan adalah setiapkegiatan atau serangkaian kegiatandalam rangka memindahkan pangandari satu tempat ke tempat lain dengancara atau sarana angkutan apapundalam rangka produksi, peredaran danatau perdagangan pangan ;whether processed or not, which isdesignated as cattalos and beverages forhuman consumption, including foodadditive material, food raw material andother materials used in the process of preparation, processing and or themaking of cattalos or beverages ;2.
 
processed foodstuff is catables orbeverages, the result of a process in acertain manner or method, without foodadditives ;3.
 
food system is everything which isrelated to the regulation, developmentand or supervision on food productionactivities or process and foodcirculation until ready for humanconsumption ;4.
 
food safety is the condition and effortsrequired to prevent food from possiblebiological, chemical-contamination andcontamination by other objects whichmay disturb, harm, and endanger thehuman health ;5.
 
food production is an activity orprocess of producing, preparing,processing, making, preserving,packing or repackaging and orchanging the form of food ;6.
 
food transportation shall be any activityor a series of activities in theframework of transferring food fromone place to another by whether way ormeans of transportation in theframework of the production,circulation and or trade of food ;
