May I ask you a mailing question: the County is considering mailing the postcard to registered voters/households who have voted in the last election. Is that an allowable mailing parameter? Can you provide us counsel to that question?

My suggested changes are attached. Rather than send the mailer to isolated voters, I would send the mailer to every household. Otherwise a potential registrant or voter might see the isolated mailing as trying to target a specific group and file a complaint.

The Secretary of State's office recommends a mailing to every household in the county.

Based on your discussion today. you wish to send the mailing to every registered (voter) household in the county.

The estimated cost for mailing the postcard to every registered (voter) household (118,000 households) in the county is $40,000.

The estimated cost for mailing the postcard to every household (175,000 households) in the county is $30.000.

It is more expensive to mail to registered households because address labels are needed and that increases the processing costs.

Our recommendation is to mail the postcard to every household in the county.
