Summary.
This regulation sets forth pol-icy, pr oc edures, and responsibil iti es or reporting malfunctions involving ammuni-tion and explosives. It provides guidancef o r r e p o r t i n g a m m u n i t i o n m a l f u n c t i o n sand instructions for preparing malfunctionreports.
Applicability.
This regulation applies tothe Active Army, members and organiza-tions of the Army National Guard of theUnited States (ARNGUS), including peri-ods when operating in their Army Na-tional Guard (ARNG) capacity, and the U.S. Army Reserve. Specifically, it appliesto agencies, installations, units, and mili-tary assistance advisory groups that work w i th ammu nitio n items and e xplo s i ves. Th is inc ludes co nven tio na l a mmu nit ion, guided missiles, large rockets, and chemi-cal ammunition. It excludes developmen-t a l a n d ex p er im e n t a l a mm u ni t i o n . T h i s p u b l i c a t i o n i s r e q u i r e d d u r i n gmobilization.
Proponent and exception authority.
The proponent of this regulation is theD e p u t y C h i e f o f S t a f f f o r L o g i s t i c s(DCSLOG). The DCSLOG has the au- thority to approve exceptions to this regu-lation that are consistent with controllinglaw and regulation. The DCSLOG maydelegate this approval authority, in writ-ing, to a division chief within the propo-nent agency in the grade of colonel or thecivilian equivalent.
Army management control process.
This regulation does not contain manage-ment control provisions.

Supple menta tion o this regulation and establishment of com-mand and local forms are prohibited with-o u t p r i o r a p p r o v a l f r o m H e a d q u a r t e r s ,Department of the Army (DALO–AMA),Washington, DC.
