 Two Views of Affordability
The Housing + Transportaon (H+T) Aordability Index is a new andmore comprehensive way of thinking about the cost of housing and trueaordability by exploring the impact that transportaon costs associatedwith locaon have on a household’s economic boom line. The H+T Indexis an innovave tool that measures the true aordability of housing. The tradional measure of aordability used by planners, lenders, andmost consumers recommends that housing should be less than 30% of income. The H+T Index, in contrast, takes into account not just the costof housing, but the costs of housing and transportaon.The Index has received much aenon from policy makers for its benetsto planners and TOD advocates and is already being used for addionalresearch. This work represents the development the H+T Index for 337metropolitan areas.
