3DDESCRIPTION OF APPROACH, METHODOLOGY AND WORK PLAN FOR PERFORMING THE ASSIGNMENTAPPROACH, METHODOLOGY AND WORK PLANProject AppreciationThe existing Koforidua Water Treatment Plant, built in 1938, has seen a numberof rehabilitation programmes all aimed at improving water delivery to the peopleof Koforidua and its environs, the most recent of which was in 2005. It currently has a maximum capacity of approximately 5,400 cm/diem.It takes its raw water from the River Densu and two springs-Suhyen and Okume with an improved impoundment capacity of approximately 100, 000 cubic meters. Thesesources of raw water however face perennial dry-ups during the dry season making water a scarce commodity for the plant’s catchment population of about 200,000.In addition, the current estimated peak production capacity of 5,400 cubic meters isinadequate for target population of 200,000 and the industrial development graduallyspringing up in the Municipality.In order to address this perennial challenge in the water supply, the GovernmentofGhana has obtained a mixed financing facility from Belgian Foreign Aid Department(FINEXPO) and the KBC Bank of Brussels, Belgium to build a new plant to augmentthedelivery from the existing system. The project on completion is to meet the year2025 demand for an estimated population of 280,000.The importance of the Koforidua Water Supply Expansion Project to the Municipality and the Government of Ghana cannot be overemphasized. In accordance with the TOR, the Consultant’s expected assignment is in three distinct phases as follows:-Phase 1 Review of engineering design reports, drawings, technical specifications, and Contract DocumentationPhase 2 -Construction Supervision and Project & Contract ManagementPhase 3 - Post-construction Services (Defects Liability Period)The services for Phase 1 are dealt with in detail in Section 4.3 and that of Phase2 in section 4.4 followed by Phase 3 services in section 4.5.4.2MobilizationImmediately after the receipt of the letter of award for the contract and noticeto commence, the Team Leader/Project Manager and the key professional personnelas spelt out in the Contract Data Sheet(s) would hold a number of implementation planning sessions. Within seven (7) days of these sessions, Royal/Ecobuild Consult would mobilize its staff for the commencement of the project.Activities to be undertaken within this period are as follows:-1.Secure office and residential accommodation for project staff in projectareas2.Procure requisite equipment, administrative support facilities includingsecretarial drafting and reproduction; identification of laboratory facilitiesfor testing of samples of water, soils, concrete and other materials3.Assignment of duties and responsibilities to technical, administrative and support personnel assigned to the project in conformity with the Consultant’sproject Organizational Chart4.Organize project commencement meetings between our team and that of GWCLcomprising the Project Coordinator/Manager, GWCL Eastern Regional Technical Team and the Station Management of the Koforidua Water Treatment Plant to discuss and finalize planned procedures, scheduled collaborations and work plan for the execution of the project;5.Initiate procedures with the Employer for the procurement of vehicles, site office space/accommodation and equipment required for the project as would be agreed.4.3Phase One: Review of Engineering Design Reports, DrawingsSpecifications and Contract Documentation4.3.1IntroductionFor effective and efficient Project management and construction supervision activities, well-prepared Tender Documents including but not limited to clear (in form and content) Conditions of Contract, detailed Drawings and explicit TechnicalSpecifications is a prerequisite. It also helps to minimize/avoid litigation and ambiguities in the Contract and minimize cost and time overruns.As Consultants, we would conduct a thorough review of the engineering designs, drawings and tender documents with the view of ensuring smooth implementation.4.3.1.1The New Treatment Plant
