Unified Arts Program


BE IT ENACTED BY THE YOUTH MODEL LEGISLATURE OF THE STATE OF DELAWARE.
Section I: Purpose: This bill will require all school districts in the state of Delaware to have a Unified
Arts Program in all of their elementary schools. Districts that do not have elementary schools will be
exempt from this act.
Section II: Definitions: Unified Arts Program means a full- time highly qualified teacher in music,
art, library, technology, and physical education. Unit means one teacher. DOE means Department
of Education.
Section III: Amend Delaware Code 14 Chapter 17 section 1704 (1) to include the Mandatory Unified
Arts Program Act.
Section IV: Cost: This bill will cost $26,318,040 in its first year, but the cost may vary as districts lose
or gain schools and as highly qualified teachers salaries increase.
Section V: Finance: 60% of this bill will be funded through DOE with the remaining 40% will be
funded by local school districts.
Section VI: Effective Date: This bill will take effect July 1, 2011.
