Mr. Percival said he has done telephone surveys, but it depends on who is calling and their reason for calling. They have done press rel ut the survey so hopefully people will take the time to answer the questions. They started out with 135 questions but reduced them to around 80. He believes the survey will provide them with the information they need and he feels, they are doing it the right way. They-are trying to-find.out. i i Mr. Bazelak agreed. Councilman Louderback noted the KOF has a cash balance (as of 10/09) of $3,657,708.31. From day one, his position was to bring back the 9 full-time employees, 3 part-time employees, and restore the Parks and Recreation Department. If you subtract $480,000 from $3.657 million (he felt the projected KOF ending balance of $2.8 million was just speculation), that would leave approximately $3.2 million in our cash reserve. He asked if having a two-month cash reserve of $2.5 million was a financial policy only. Mr. Bazelak said yes. Councilman Louderback asked if that was a State mandate. Mr. Bazelak said no. Referencing the discussion they had earlier about the Financial Management Policies, they consider this a policy because they have met that goal in the past. Councilman Louderback said it is to staff's credit that they are in such a good position during these times, Just in layman’s terms, the October Financial Report, which he reads every month, shows we are taking in more money than we are spending as a result of good fiscal management. For the year 2010, he believed if they dipped into the KOF, the laid off employees could be brought back, the much needed Parks and Recreation Department could be restored, and they would still have $3 million in KOF.
