 The University of Massachusetts Dartmouth Center for Policy Analysis is a multidisciplinary research unit thatpromotes economic, social, and political development by providing research and technical assistance to clientorganizations. The Center for Policy Analysis offers custom designed research and technical analysis in the areas of economic development, public management, program evaluation and polling research for government agencies, non-profit organizations, private businesses, and educational institutions. The Center for Policy Analysis strives to erodethe walls between research and teaching by training students in the techniques of applied social science and byconducting university and community based educational programs. The Center for Policy Analysis does not pursuea predetermined research agenda, but is a flexible research organization responding on a timely basis to theproblems and issues identified by client agencies.

 New England Casino Gaming Update 2010
The Center for Policy Analysis at the University of Massachusetts Dartmouthupdated its New England casino patron origin and fiscal impact analysis for calendaryear 2009. The update includes new patron origin and financial data for FoxwoodsResort Casino and Mohegan Sun Casino in Connecticut; Twin River and NewportGrand Slots in Rhode Island; and new financial data for Hollywood Slots Hotel &Raceway in Bangor, Maine.
Overview of the New England Gaming Market 2009
Foxwoods Resort Casino and Mohegan Sun Casino experienced their thirdconsecutive year-to-year decline in gross gaming revenues, while Newport Grand Slotsexperienced its fifth consecutive year-to-year decline in net terminal income.
On theother hand, the region’s two racinos fared comparatively well with Twin Riverreporting essentially flat net terminal income and Hollywood Slots reporting a double-digit increase in gross gaming revenues. Twin River continues to benefit from longerhours of operation (now open 24 hours, 7 days a week), the introduction of virtual tablegames, and from higher gasoline prices that kept Rhode Island, Massachusetts, andNew Hampshire residents closer to home. In the summer of 2008, Hollywood SlotsHotel & Raceway moved from a temporary facility to its new upscale permanentfacility and more than doubled its available slot machines from 475 to 1,000, whichproduced a brief surge in visitations, although visitations and revenues have continuedto grow right through the trough of the Great Recession.Current trends in the New England casino gaming market should continue to beassessed within the larger context of two developments: (1) a Great Recession, whichhas depressed consumer discretionary spending and (2) the emergence of an
Gross Gaming Revenue (GGR)
and Net Terminal Income (NTI) is the total amount ofgaming revenue (win) retained by a casino during a day, month, or year. GGR is the figure mostcommonly used to determine what a casino, racetrack, lottery, or other gaming operation keeps
taxes, operating costs, and other expenses are paid by the casino. GGR is the equivalent of“sales” in other industries and should not be confused with “profit” or “cash flow.” TotalRevenue (TR) consists of gross gaming revenue, plus non-gaming revenues, including hotel,food and beverage service, retail shops, conference and meeting services, and entertainmentvenues.
