Over the past year, the BTF has grown and
expanded in the size of its staff, the diversity of its activities, and the impact it’s making. We’restill helping warfighters to identify known andsuspected criminals and capture those aroundthe world intent on harming Americans or theirproperty. This year, however, we saw a substantialincrease in biometrics being used in Afghanistan,where biometrics lessons learned and troopstrained on biometrics in Iraq are being put togood use.
Identity management (IdM) using biometricsis working for the warfighter. Every daythousands of records are collected and sent tothe Department of Defense (DOD) AutomatedBiometric Identification System (ABIS) to storeand compare against existing records. Thetechnology is improving such that a submissionfrom theater can be searched in the DOD ABISand a response sent back to theater in less thantwo minutes.This year, we also made a substantial upgradeto the DOD ABIS, which now enhancesassociated search and retrieval services andinterfaces with existing DOD and interagencybiometrics systems. The database interfaces withcollection systems, intelligence systems, andother deployed biometrics repositories acrossthe federal government. Improved functionalitynow expands the ways in which the data can beused. New software algorithms and additionalmodalities are improving response times andproviding more accurate match results.Our interagency collaboration goes far beyond just sharing data, however. We work day in andday out with our partners throughout the federal,state, and local government as well as in industryand academia to develop and expand ourbiometrics capabilities and its positive impact onaccurate and reliable IdM.In addition to biometrics being employed moreby the warfighters, it is being used to improveand streamline DOD business functions andprocesses. DOD’s use of biometrics to verifypersonal records or restrict access to a securefacility, for example, is growing rapidly.Biometrics is making a tangible difference bothfor the warfighter and at home.Very Respectfully,Dr. Myra S.
