Abstract
The “
health-care work system
in transition
” is consider
ed to consist of three action realms in which all stakeholders participate.
“HealthcareOperations” includes the operational activities such as treating patients,
educating potential health workers or performing medical researchwithin the health-care work system. In
the “Monitoring and Evaluation
realm”
health outcomes and the performances of actors are monitoredand evaluated. Under-
performance will trigger the “Change realm” to
design and implement changes within the two other realms. In supportof Global Health I
nitiatives’
implementation plan components such as
“do more of what works,” “fostering stronger systems” and “collaboratefor impact” this report contributes:

A map of stakeholders and key public health-focused interactions,recognizing different levels in the social architecture;

A change approach that seeks to leverage enterprise architectureinsights in a multi-level socio-technical context,
-
A shared problem map as a collective resource for all public healthactors, as a basis for achieving sustained impact from projects.
